实施十条便民利民措施工作方案

为积极响应人民群众新期待,进一步密切警民关系,按照经开区党工委关于开展党员干部集中教育实践活动的相关要求,根据市局有关工作部署,分局研究制定了十条便民利民措施。为确保分局便民利民措施顺利实施,取得实效,特制定本方案。

一、指导思想

以科学发展观为指导,紧紧围绕“解放思想、提振信心、增强素质、改进作风”的工作目标,积极践行人民公安为人民的宗旨,切实将十条便民利民措施作为一项合民心、顺民意、惠民生的“民心工程”摆上重要位置,为经开区经济发展创造优质高效的服务环境,真正让广大人民群众充分感受到开展党员干部集中教育实践活动带来的实际成效。

二、组织领导

分局成立由经开区管委会副主任、分局局长令狐昌海任组长,其他党委成员为副组长的领导小组。领导小组下设办公室于政治处,与分局党员干部集中教育实践活动办公室合署办公,由分局党委委员、政治处主任朱荣堂兼任办公室主任,局属各单位为办公室成员单位。

三、措施内容

(一)交巡警(流动)平台提供交通违法查询处理和住旅店身份证明服务。

交巡警(流动)平台实行24小时勤务,全天为机动车驾驶员提供交通违法查询处理,对未带有效身份证件急需住旅店的群众出具身份证明。

(二)提供道路交通事故社会救助基金申领服务。

为符合道路交通事故社会救助基金救助条件的群众,联系重庆市道路交通事故社会基金管理中心,帮助其递交材料,协调审核办理,减少群众往来奔波。完善968888车驾管信息服务平台,为群众提供驾驶证补证、车辆及驾驶人联系方式变更、车驾管业务咨询等服务,定期回访并接受投诉建议。

(三)设立网上公开信箱。

在重庆公安交通管理信息网上设立万盛交巡警“支队长”信箱,接受群众各类投诉、意见和建议,并及时予以回复([email protected]);设立万盛交巡警便民咨询服务电话:48297800,24小时为公众提供咨询服务。

(四)提供办证窗口延时服务和急事急办预约服务。

出入境办证窗口、户籍身份证办理窗口、车管业务窗口对已受理业务还未办理完结的,不受下班时限影响,窗口提供延时服务,直至业务办理完毕。出国(境)治病、探望危重病人或奔丧、参加紧急商务活动、留学且开学时间临近、前往国(地区)入境许可或签证有效期即将届满,以及具有出入境管理部门认可的其他紧急事由的申请人,可拨打万盛分局出入境办证窗口电话023-48297087预约在节假日加急申办因私出国(境)证件。

(五)为特殊人群提供部分证件上门办理和送证服务。

为经过申请预约且行动不便的孤寡老人、残疾人提供上门办理户口、居民身份证、出入境证件服务。根据群众本人意愿,对车辆号牌、行驶证、驾驶证、出入境证件可提供邮寄服务。

(六)提供出入境记录和证件办理查询服务。

户籍在我市的申请人可在分局出入境管理部门查询本人因私出入境记录(未满16周岁的未成年人由监护人陪同申请办理);通过咨询电话023-63961944语音查询、重庆公安出入境警务公开查询机自助查询因私出国(境)证件办理进度;户籍在我市的申请人均可在万盛分局出入境管理部门申办因私出国(境)证件。

(七)缩短行政审批时限。

万盛辖区群众在户籍地派出所办理的丢失补领类身份证,若本人明确在市局领取的,可持收费凭据,由本人到市局身份证服务大厅领取,工作时限由现行的10个工作日缩短为5个工作日;治安部门对特种物品(民爆物品)的审批,自爆破施工方案受理之日起,审批时限由现行的20日缩短为10日;对特种行业许可证的审批,自受理之日起,审批时限由现行的10日缩短为5日。

(八)提供安全防范预警服务。

警务室民警每月至少向辖区群众、企事业单位开展一次以“四防”为主要内容的安全防范宣传活动;派出所每季度至少开展一次治安状况通报(包括违法犯罪预警和安全防范提示)。

(九)开展“送法上门”活动。

送法到基层、到校园、到单位、到公司、到机关。每年开展不少于4次的专题法制宣传活动,宣传公安工作与群众生活息息相关的法制内容,用群众喜闻乐见的方式,方便群众学法用法;设立咨询台,现场解答群众普遍关心的法律法规问题,热情为群众服务。

(十)实行“企业(项目)联系”制度。

在经开区各重点企业、重大项目实施对口联系制度,制作警企(项目)联系卡,由分局党委成员带领相关部门主动上门联系、点对点服务,说明和协调解决重点企业、重大项目工作上的困难。对涉及公安业务范围的事项,现场办公解决;对公安业务范围外的事项,积极联系协调相关部门解决问题。

四、职责分工

交巡警支队:

牵头实施“交巡警流动平台提供交通违法查询处理和住旅店身份证明服务”、“提供办证窗口延时服务和急事急办预约服务”(涉及车管业务部分)、“提供车驾管理证件和出入境证件邮寄服务”(涉及车驾管部分)、“提供道路交通事故社会救助基金申领服务”、“完善968888车驾管信息服务平台”等便民利民措施。

治安支队、户政科:

牵头实施“提供办证窗口延时服务和急事急办预约服务”(涉及户籍办理窗口部分)、“缩短身份证补领时限”、“缩短特种物品审批时限”、“为特殊人群提供部分证件上门办理和送证服务”(涉及户口和身份证部分)、“提供安全防范预警服务”便民利民措施。

国保支队:

牵头实施“提供办证窗口延时服务和急事急办预约服务”(涉及出入境业务部分)、“提供车驾管理证件和出入境证件邮寄服务”(涉及出入境部分)、“为特殊人群提供部分证件上门办理和送证服务”(涉及出入境证件部分)、“提供出入境记录和证件办理查询服务”、“提供市内就近申办出国(境)证件服务”等便民利民措施。

法制支队:

牵头实施法制宣传便民利民措施。

办公室:

牵头实施“企业(项目)联系”制度。

政治处:

牵头制定实施分局十条便民利民措施宣传方案并组织开展宣传报导工作。

纪检监察室:

牵头组建督查组,采取明察暗访、随机抽查等方式,对各单位贯彻此项工作情况进行监督检查。

五、工作要求

(一)提高思想认识,加强组织领导。

分局十条便民利民措施是落实党员干部集中教育实践活动的重要举措,是构建和谐警民关系践行为民服务宗旨的集中体现,各单位要充分认识开展此项工作的重要意义,将认识和行动统一到分局党委的工作要求上来,强化领导,落实责任,精心组织,周密部署,确保此项工作顺利推进。

(二)积极创造条件,认真组织实施。

各牵头单位要根据职责分工迅速制定相应工作方案,并狠抓组织落实。各单位要做好相关设施、装备的安装、调试工作;要健全制度、完善机制,做好工作流程的衔接;要进一步加强对民警的教育培训,让民警熟悉掌握相关内容和办事流程,确保十条便民利民措施一经公布,就能够按照规定的要求和做出的承诺得到顺利实施,切实做到“言必行、行必果”。

(三)加强宣传引导,确保良好氛围。

分局政治处要积极联系区级新闻媒体向社会公布便民利民措施和相关政策解读,充分运用多种宣传手段,向社会进行广泛宣传,尽量让广大群众熟悉知晓相关内容,方便群众办理有关事项。同时,要教育广大民警进一步增强服务意识,改进服务作风,满腔热情为群众服务,能够一次为群众办完的事项尽量不让群众跑第二次;对按照规定要求暂时不能办理的事项也要耐心细致地向群众解释清楚,努力让群众“高兴而来、满意而归”。

(四)加强督导检查,完善工作机制。

为推动此项工作的深入开展,分局将把此项工作纳入专项督导范围,并进行年度评比考核。同时,各牵头单位也要组织力量进行督导,及时发现和解决便民利民措施实施过程中出现的问题,并及时总结、推广各单位好的工作经验和做法,建立服务群众的长效机制。

Work plan for implementing ten measures to facilitate and benefit the people

In order to actively respond to the new expectations of the people and further strengthen the relationship between the police and the people, in accordance with the relevant requirements of the Economic Development Zone Party Working Committee on carrying out concentrated education and practice activities for party members and cadres, and in accordance with the relevant work deployment of the Municipal Bureau, the branch researched and formulated ten measures to facilitate the people. In order to ensure the smooth implementation of the branch’s measures to facilitate and benefit the people and achieve practical results, this plan is specially formulated.

  1. Guiding ideology
    Guided by the scientific concept of development, closely focus on the work goal of “emancipating the mind, boosting confidence, enhancing quality, and improving work style”, actively implement the purpose of the people’s public security for the people, and earnestly take the ten measures to facilitate the people and benefit the people as a people-friendly The “people’s heart project” that conforms to public opinion and benefits people’s livelihood is placed in an important position to create a high-quality and efficient service environment for the economic development of the economic development zone, and truly let the masses of the people fully feel the actual results brought about by the concentrated education and practice activities of party members and cadres .
  2. Organizational leadership
    The branch was established with Linghu Changhai, deputy director of the Economic Development Zone Management Committee and director of the branch, as the team leader, and other party committee members as deputy team leaders. The leading group has an office in the Political Department, which is co-located with the Office of Centralized Education and Practice for Party Members and Cadres of the Branch Bureau.   3. Measures
    (1) The Traffic Patrol (Mobile) platform provides traffic violation inquiry processing and hotel identity verification services.
    The traffic and patrol police (mobile) platform implements 24-hour duty, provides motor vehicle drivers with traffic violation inquiries and processing throughout the day, and issues identity certificates to people who urgently need to stay in hotels without valid identity documents.

(2) Provide application services for social assistance funds for road traffic accidents.
In order to meet the requirements of the road traffic accident social assistance fund, contact the Chongqing Municipal Road Traffic Accident Social Fund Management Center to help them submit materials, coordinate the review process, and reduce the number of people traveling. (3) Set up an online open mailbox.

(4) Provide extension service at the window for certificate application and appointment service for urgent matters.
The entry-exit window, the household registration and ID card window, and the vehicle management business window will not be affected by the off-duty time limit if the business has not been completed. (6) Provide entry-exit records and certificate processing inquiry services.
