内蒙古阿荣旗公安局情报中心2012年度工作总结

大情报工作是“情报主导警务”战略的主要抓手和重要体现,大情报工作已经并且正在公安工作中发挥着越来越重要的作用。2012年,我情报中心整体工作,在局党委的正确领导下,在市局的业务指导下,以科学发展观为统领,以建设一支“玩得转、会工作、能承担责任的情报研判队伍”为目标,积极奋进、努力进取、开拓创新,采取多种手段,大力提高队伍的政治素质和业务水平,加大队伍管理力度,进一步推进我局“大情报体系”整体建设,为打造“平安阿荣”创造了良好的社会治安环境,切实担负起了自身工作职能,尽到了自己应尽的义务,出色完成了上级党委赋予的各项工作任务。现将我情报中心2012年度工作总结如下:

一、树理念、强认识

大力加强队伍建设对于提高队伍的整体素质,保证情报中心日常业务的顺利开展,具体有十分重要的意义。今年以来,中心领导高度重视队伍建设,采取狠抓政治思想教育工作、建立健全规章制度、完善作风纪律建设等多种措施加强队伍建设。中心做到了常抓不懈,积极行动,取得了良好的效果。

1、抓好政治理论学习工作。

在队伍思想建设中,本着政治建警的要求,努力打造一支“讲政治”的情报队伍。情报中心通过开展集中学习、分组讨论学习和个人自学等形式,通过开展座谈会、思想分析会、民主生活会等方式,扎实开展政治理论学习工作。组织全体情报中心民警学习了马列主义、毛泽东思想、邓小平理论和“三个代表”重要思想以及科学发展观、人民日报评论员文章、先进人物先进事迹,使每位民警掌握党的基本理论、基本路线、基本方针,不断增强队员利用党的基本政治理论发现问题、分析问题、解决问题的能力,努力打造一支政治觉悟高、理论水平高的情报队伍。

2、积极响应旗局相关号召,

大力开展 “三评三访”深化大走访、践行“人民警察核心价值理念”、“发扬传统、坚定信念、执法为民”等系列主题教育活动,使中心民警充分认识到当前安全形势严峻性,明确目标任务,树立必胜信念,切实增强责任感和使命感,把思想和行动统一到支队的决策部署上来。通过开展各种形式的活动,不断将活动向高层次、深领域推进,促进了情报中心各项工作又好又快的发展。

3、以规范化管理为抓手,建设一支正规化的情报队伍。

情报中心严格按照市局以及相关部门队伍正规化建设的相关要求,坚持依法从严治警。严格根据公安机关人民警察相关条例和规定,结合中心日常工作实际情况,从建章立制入手,建立健全了政治学习、日常工作、内部管理等方面的制度。同时,在日常工作管理中,以规章管理制度为依托,定期对中心民警开展日常业务工作、日常培训、作风纪律定期不定期进行督促检查,督查民警养成良好的作风纪律习惯,使各种规章制度落到实处,努力推动队伍建设的发展,使情报中心的整体工作日渐步入规范化、制度化的轨道。

二、“三创两推一打造”

自全市公安机关开展深入推进“大情报”系统建设与应用工作以来,阿荣旗公安局结合工作实际,“三创两推一打造”,认真贯彻落实市局关于“大情报”体系建设的一系列部署要求,扎实推进 “大情报”体系建设,切实把我旗情报工作推向一个新高度、提到一个新水平。年初以来,阿荣旗公安局情报中心通过大情报平台共处置各类预警指令8898条,其中红色预警223条,橙色预警2条,黄色预警328条,蓝色预警8345条,签收、反馈、上报率均达到100%,通过大情报平台共抓获红色预警在逃人员24名。其中现场抓捕红色预警逃犯22人,利用扩展线索抓获逃犯12名,通过二次研判,动态管控,抓获4名吸毒人员,强制戒毒4人。

(一)、“三创”–实名制登记管理创新,情报实战应用创新,警情双研判创新

1、实名制登记管理。

实名制登记是“大情报”系统动态管控平台的数据来源,治安、网监、派出所在工作中加强对旅店、网吧的实名登记管理,确保住宿、上网人员信息准确、真实,严防出现“无证住宿”、“ 无证上网”、“多证一人”现象,切实为“大情报”系统的有效运转提供数据支撑。阿荣旗公安局落实实名制收效良好,充分落实网吧上网以及住店实名制机制,发出多项工作建议,要求各派出所应加强对网吧及旅店业的实名制登记检查工作力度,重点检查旅店、网吧冒用身份证情况。力争通过暗访检查,发现问题,堵塞漏洞,坚决杜绝旅店业 “一证开多房、本人开房,他人住宿、一人开房,多人住宿”现象和网吧“轮回使用身份证”、“冒用身份”等问题,彻底扭转旅店业、网吧实名制管理难点,确保大情报管控平台报警的准确率和有效运转。

(1)、四措并举,网吧管理见实效。

抓建档。完善网吧管理档案建设,准确收集每个网吧相关数据变动的详细资料,确保网吧管理工作“底数清,情况明”。抓管理。将群众反应强烈、治安秩序混乱以及校园周边的网吧列为重点对象进行管理,严格处理,突出“管好重点带动一般、打击一个教育一片”效果,实现“管得了、控得住”的目标。抓巡查。我局下发《关于明确网安大队和派出所网络安全保卫工作职责任务的通知 》,建立了所队联勤网安警务机制。在各派出所确定了一名所领导分管,固定一名兼职民警具体负责,承担辖区网吧等营业性上网服务场所和宾馆、酒店、学校、电子阅览室等非经营性上网服务场所的安全技术保护措施及上网实名登记制度的监督、检查,加强涉及本辖区的网上舆论的关注和引导,保持与网安大队的紧密联系,认真履行好网络安全保卫职责。将网吧日常巡查工作纳入派出所日常工作范围,实行不间断巡查监管,全力维护网吧的正常经营秩序和场所治安秩序。网安大队每天有专人上网巡查,对于使用非实名上网卡的予以网上注销,发布警告消息,对于有3名以上不实名上网的网吧立即派人核实,一经查实立即网上关停。今年以来有13家网吧被停业整顿,26家网吧被罚款处罚。抓检查。情报中心联合网安大队组织民警每周针对每家网吧至少一次不定期对突击抽查,看经营是否规范,安全制度是否落实,技术措施是否在线,网管人人员是否变动,实名制度是否落实,实现网吧检查工作日常化。

(2)、建立旅店业扣分制管理及追逃奖励制度。

为创新我旗旅馆业治安管理的新机制,加强旅馆业治安管理,提升管理水平,强化阵地管控;调动和激发旅馆经营人员参与旅馆治安管理的积极性;筑牢业主和从业人员守法经营、规范管理的思想根基,提高从业人员的安全意识;严格落实“实名登记、实数登记、实时上传”住宿登记制度,坚决杜绝“一证登记多人住宿”,“本人登记他人住宿”,“不登记住宿”或“无证住宿”等问题的发生。依照《中华人民共和国治安管理处罚法》和《旅馆业治安管理办法》有关规定,阿荣旗公安局积极创新理念和方法,推行旅店业扣分制管理及追逃奖励制度。

2、情报实战应用。

建设“大情报”系统的目的就是实战应用,促进公安工作,把工作重点从“建”逐渐转移到“用”上。我们要以情报导侦为抓手,提高研判能力和水平,树立“一盘棋”思想打破各自为战的格局,明确本单位与情报部门的联系人,主动提供信息,积极配合情报部门开展信息研判,促进研判成果的实战应用,最大限度发挥情报信息的导侦效能。人力情报搜集体系建设是公安厅确定的全区“大情报”重点工作。我局各警种、部门要落实好本部门民警物建信息员和特情、耳目等秘密力量工作,要确保各类群体中都有布控,织好“情报网”,将信息触角延伸到全旗各个层面、各个领域、各个角落,努力获取苗头性、预警性、内幕性信息,真正做到“发现得了、预警得准、控制得住”。根据市局相关部署,阿荣旗公安局共物建信息员3000余名。

3、警情双研判。

为切实增强大局意识、责任意识,密切配合,做到信息共享,资源互通,形成上下联动的防控打击模式,在下一步的工作中防出成效,打出声威,为实战单位精确打击提供有效信息,阿荣旗公安局坚持“警情双研判”,截止10月,阿荣旗公安局共编发警情研判151期,其中包括每日警情研判、每周警情研判、每月警情研判。在此基础上,情报中心还在敏感节点队全旗社会治安动态进行了分析研判。

(二)、“两推”–推进积分预警、分类管控的建设与应用,推进情报平台建设与应用工作

阿荣旗公安局牢固树立情报信息主导警务理念,从推进积分预警、分类管控的建设与应用、推进情报平台建设与应用工作入手,强力推进“大情报”系统建设,切实发挥情报信息研判作用。

1、推进积分预警、分类管控的建设与应用。

“一是大力开展人工研判,干预积分增减和颜色变化。旗局情报中心落实专门力量,对情报平台比中的预警信息按照积分预警情况进行甄别筛选和综合研判,不经过二次研判的比对信息,一律不得下发基层单位签收处置。并根据预警颜色和人员类别开展即时研判,并视情进行多次研判和多次增减积分、变化颜色。二是建立健全分类管控工作机制,切实解决“不会管控”问题。我局严格按照市局通知要求,启动督导机制和问责机制,强力推动红色预警人员抓捕工作。对没有当场抓获的红色预警对象,加强二次研判,提高红色预警重点人员的抓捕率。三是探索建立科学的考核体系和奖惩制度。将考核作为推动积分预警、分类管控工作的调节杠杆和重要抓手,通过表彰奖励,把民警的注意力、积极性往维护信息鲜活、加强管控、加强研判上引导,围绕重点人员预警指令颜色变化开展工作,推进警务机制改革,2012年第一、二季度共发放情报工作奖励10890元。

2、推进情报平台建设与应用工作。

一是进一步整合公安内外部信息资源进入情报平台。对重点人员的积分研判和开展情报导侦工作需要强大的信息支撑,我局情报中心积极与地方党委政府和相关部门取得联系,获得支持,争取尽可能多地获取社会信息资源。加大了对辖区重点人口、暂住人口、出租屋承租人、从业人员等警综平台源头信息采集工作。各部门坚持“全警采集”和“全警录入”,每名民警要通过警综平台完成每人每月采集上报7条信息数量,截止10月,共上报情报信息4764条,编发《公安情报信息》31期,舆情社论分析27期,情报战果专刊5期。情报中心主动协调相关部门、派出所采集超市会员、幼儿园等外部社会资源信息。在工作中坚持“数量与质量并举”,保证信息的真实性、实效性和鲜活性,共上报各类外部资源信息150454条。

(三)、“一打造”–打造一支专业化处置队伍

重点人员动态管控是“大情报”系统应用最具特色的亮点,也是“大情报”建设向纵深推进的一个必然选择。自今年年初以来,阿荣旗公安局在局党委的正确领导和有力指导下,牢固树立情报信息主导警务理念,全力夯实大情报基础,始终坚持以实战需求为导向,不断深化拓展大情报的内涵和外延,健全完善积分预警分类管控工作运行机制,充分挖掘发挥管控平台功能,取得了阶段性成效。截止2012年10月,旗局情报中心通过动态管控平台抓获人员48人,其中在逃人员24人,临控人员24人。

为进一步落实管控力量和责任,全面落实公安“大情报”管控平台橙色预警指令经营和红色预警指令抓捕工作,服务侦查、服务实战、服务破案,阿荣旗公安局及时成立了以主要领导亲自负责,指挥室、刑警、国保、治安等业务职能部门为成员的重点人员动态管控工作领导小组;所属各单位也迅速成立了一把手主抓、分管领导主管、情报民警具体负责、全警参与的管控队伍,并将管控责任具体细化落实到每名民警,为重点人员动态管控工件的推进提供了坚强的队伍保障。2012年8月1日,经阿荣旗公安局局党委研究决定,局情报中心与刑警大队抽调民警联合建立了专业管控处置队,队长由情报中心主任吴明亮担任。管控处置队的成立,进一步推进了我局“大情报”系统建设与应用工作,是改革创新警务机制的重要举措,为确保“大情报”管控工作取得实效发挥了积极作用。

1、树立专业化处置的思想观念

旗局情报中心及时将《2012年全市公安情报中心工作要点》和《全国公安机关刑侦部门对接公安“大情报”系统工作机制》进行了梳理汇总,多次召开专题会议,将重点人员动态管控的相关精神和工作要求传达到各所队主要领导、分管领导,向基层一线民警面对面地传达部署重点人员动态管控工作,进一步提升了全局所有民警对妥善处置管控平台预警指令重要意义的认识程度,促使其自觉站在“大情报”建设的全局开展工作,为重点人员动态管控工作的推进奠定了良好的思想基础。

2、建立以处置力量为核心的专业队伍

专业管控处置队的处置力量大体可以分为两个部分:情报中心民警、刑警大队民警。情报中心民警具体负责“大情报”管控平台预警指令的分析、研判、下达、反馈工作,刑警大队民警具体负责橙色预警指令侦查经营(落地查证、调查控制、适度经营、打击处理)和红色预警指令侦查抓捕工作。

3、确立以规范处置流程为目的的机制

在处置预警指令的过程中,对到达现场未能查获重点人员的,要及时调取旅馆、网吧、银行等相关场所的视频录像、登记身份信息等相关资料,并与预警重点人员的身份、照片等信息进行认真比对,确认此前在现场出现人员确为重点人员本人的,视为“已发现”处理,并如实填写处置情况,现场调取的视频录像及相关资料要及时整理于次日移交情报中心归档备查,并注意落实后续跟踪管控工作。

对发现冒用重点人员身份信息的,要没收重点人员身份证件、上网卡等引发报警的相关物品,及时采集、核对现场冒用人员的姓名、身份证号码等信息及与被冒用重点嫌疑人员关系等信息资料,想尽一切办法通过审查、取证等手段,

4、案件成功处置的经验

(1)出警及时,处置果断。

2012年9月20日13时28分,阿荣旗公安局情报中心情报员接到“大情报”平台动态管控红色预警指令:阿荣旗第一派出所“临控”人员王东阳入住阿荣旗金鼎宾馆502房间。情报人员迅速将此红色预警指令下达至管控处置队。接到指令后处置队民警立即赶到该宾馆,经过查实王东阳确系在该宾馆登记住宿,民警到达502房间王东阳不在房间内,经民警在宾馆清查,王东阳藏匿在九居宾馆六楼阳台防火通道内的楼梯上,被处置队民警当场抓获。

(2)主动工作,查清情况。

2012年9月13日20时30分,阿荣旗公安局情报中心情报员接到“大情报”平台动态管控蓝色预警指令:吸毒人员张金龙入住阿荣旗明仁宾馆。情报人员经研判,结合张金龙之前的住店记录研判其有吸毒嫌疑,迅速将此蓝色预警指令下达至管控处置队。接到指令后,处置队出警4人迅速赶往明仁宾馆,经侦查,得知其住在207房间,入住接近一小时,判断其如果吸毒应该已经吸食完毕,便带其回刑警大队做尿检,经检查为阳性。

(3)领导重视,协同作战。

2012年9月15日19时22分,阿荣旗公安局情报中心情报员接到“大情报”平台动态管控红色预警指令:网上在逃人员人员袁有财在阿荣旗立波网吧上网。情报人员迅速将此红色预警指令下达至管控处置队。接到指令后处置队队长吴明亮带领四名处置队员迅速赶往立波网吧,经侦查,得知其机器号,确认为本人上机,从侧面包围该逃犯,将其抓获。

三、抓采集、夯基础。

信息资源整合后,要确保大情报系统信息库内信息鲜活性,才能发挥大情报系统的实战作用:

一是统一信息采集标准。

对各整合进来的信息建立各类信息的采集标准、采集内容和采集规范,确保信息规范、统一,避免重复采集,有利于提高信息采集的效率和质量。

二是建立全警采集、全面采集的长效机制。

逐步建立“信息工作日常化、日常工作信息化”的指导思想,把信息采集作为民警最日常、最基本的工作,对所有涉及公安工作的有用的情报信息应采尽采,并时刻保持信息的鲜活度,对各类业务信息数据和工作中掌握的情况必须全面、准确、及时录入,并形成长效机制。

三是规范信息报送渠道。

按照统一渠道、统一口径的要求,建立完善以情报信息支队为核心、以情报信息报送平台为枢纽、多向流转、高效运转的情报信息流转体系。

四是建立信息收集奖惩制度。

充分调动公安机关每个民警的工作积极性,使之能在日常工作中主动去收集各类信息,并按规定及时录入。

四、定机构、明职责。

2012年2月,阿荣旗机构编制委员会批复了旗公安局成立情报中心的请示,情报中心为阿荣旗公安局内设机构,负责本地公安机关情报工作的整体规划、信息搜集报送工作,对各类情报信息进行分析研判和组织协调处置,指导业务警种开展网上作战服务实战等工作。情报中心成立以来,得到局领导的高度重视,在人、财、物方面给予了大力的支持,从刑侦、预审、网监、指挥中心、户政、派出所等部门抽调7名民警组建情报中心。情报中心民警平均年龄31.5岁,平均参加公安工作时间7年,全部为大学本科学历,其中学士学位5人、高级工程师1人。

五、建机制、促应用。

按照全市“大情报”系统建设与应用工作会议精神,结合大情报工作要点确立了阿荣旗公安局情报中心2012年工作方向、工作模式和工作机制,制订了《阿荣旗公安局情报信息采集上报机制》、《阿荣旗公安局重点人员动态管控机制》、《阿荣旗公安局社会信息资源采集机制》、《阿荣旗公安局倒查基础工作机制》等重点工作机制,同时针对阿荣旗“大情报”系统建设与应用工作中遇到的问题,结合《全区公安“大情报”系统建设与应用工作推进会议重点任务分解意见》和阿荣旗实际情况,阿荣旗公安局研究出台了《阿荣旗公安“大情报”系统建设与应用工作实施意见》,《实施意见》从基层所队情报室机构建设、人员配备,人力情报搜集体系建设、情报信息工作归口管理、源头信息采集和社会信息搜集“数据质量终身负责制”、重点人员“积分预警、分类管控”、警情、关注人员“双研判”、网上研判和技战法作战、图侦业务应用、社区警务机制改革、情报信息会商、实名制登记管理、情报信息安全管理、“大情报”工作考核奖惩等方面细化了各警种、部门的工作任务和工作目标。抓应用,重点建机制,就是要在已建机制的基础上,进一步完善健全。

一要尽快组建信息员网络队伍。

旗局以情报中心为中心,以“情报室”为依托,建立情报信息员队伍,同时要建立起情报信息收集制度,确保最基层的信息上得来,上级交代的任务下得去。

二要建立情报分析工作制度。

旗局已建立一套完整情报信息研判制度,制定了《阿荣旗公安局情报信息研判会商制度》,对组织领导、研判内容、研判程序、各部门的分工负责等做出了明确的规定。下一步重点就是要从实战出发将该制度贯彻落实到位,由被动研判转变为主动研判。

三要建立重点人员管控机制。

“大情报”系统提供重点人员动态信息,各业务部门和警种对各自业务范围内的重点人员信息进行动态监测,明确责任单位和责任民警,落实管控措施,真正维护我市社会政治治安稳定。

四要建立实战协作机制。

围绕重点人员“吃住行”的轨迹,提高网上比对、网上串并、网上摸排、网上缉控、网上追逃和网上侦查破案的能力,形成全警共享、全警应用、全警破案、全警追逃的工作格局,做到打击及时,防范有效,截至10月,各单位信息研判员已在厅研判平台发布有价值研判信息100余条。

五要建立情报运用结果的反馈机制。

将情报运用的情况及时反馈,便于发现工作中的问题和不足,及时总结提高,推进工作。

  1. Establish ideas and strengthen understanding

  2. Do a good job in the study of political theory.
    In the ideological construction of the team, in line with the requirements of political construction of the police, strive to build a “political” intelligence team. The intelligence center solidly carries out the study of political theory by carrying out concentrated study, group discussion study and individual self-study, as well as through symposiums, ideological analysis meetings, and democratic life meetings.   4. Taking standardized management as the starting point, build a standardized intelligence team.

  5. “Three creations, two promotions and one creation”
    Since the city’s public security organs have carried out the work of further promoting the construction and application of the “big intelligence” system, the Public Security Bureau of Arong Banner has combined with the actual work, “three innovations, two promotions and one construction”, and conscientiously implemented a series of deployments of the municipal bureau on the construction of the “big intelligence” system Requirements, solidly promote the construction of the “big intelligence” system, and effectively push the intelligence work of our flag to a new height and a new level.
