清醒认识各类邪教发展态势 采取果断措施坚决予以打击

多年以来,阿荣旗的一些农村地区曾涌动出一股信教潮流,尤以各类邪教组织活动之甚,其发展之快,蔓延之广,影响之大,已成为影响农村社会政治稳定的重要方面。连年的查禁、打击、取缔,曾一度扼制了各类邪教的发展蔓延态势,巩固了基层政权,捍卫了中国共产党的执政根基。
一、邪教组织现状及其危害
阿荣旗的邪教组织及活动以“法轮功”、“东方闪电教”(实际神)、“蒙头教”(门徒会)为甚,均从外地传入,逐步发展蔓延,活动区域以边远农村及其城乡结合部最为猖獗,其主要理论是他们从《圣经》中断章取义地挖取部分观点,加以歪曲利用,大肆宣扬“世界未日”论,妖言惑众,致使一些愚味无知的人上当受骗。邪教组织严重干扰了正常的宗教信仰和宗教活动秩序。众所周知,正常的宗教信仰和宗教活动是受法律保护的,而邪教组织为有立足之地,千方百计寻求“保护伞”,向基督教教徒渗透是其拙劣手段之一,在其盅惑干扰之下,个别意志薄弱者出现了思想混乱和分化,严重混淆了正常的宗教活动,给当地正常宗教活动及其管理工作形成羁绊。
法轮功:
1999年国家明令取缔法轮功时,阿荣旗公安局共掌握全旗修炼法轮功人员61人,主要分布在那吉镇、查巴奇乡和原孤山镇、长安乡、那克塔乡,当时被公安机关打击处理5人。
在被打击处理的法轮功人员中:
梁亮(原名梁秀芝)、女、现年46岁、户籍所在地内蒙古阿荣旗原太平庄镇。梁亮于1999年受其母、兄的影响产生了信奉“法轮功”的念头。恰逢当年随其丈夫搬到山东省青岛市崂山区沙子口镇段家铺村居住(户口未迁)。2000年其兄梁柏生(吉林省长春市法轮功顽固分子)被公安机关劳动教养,其母高淑英亦被送学习班思想改造,梁亮对此深怀不满,更加坚定了笃信“法轮功”的信念,开始肆无忌惮地从事“法轮功”所谓“真、善、忍”等的痴迷活动,并于当年的12月9日孜身一人从青岛市来到北京市,在天安门广场打出“法轮大法好”的横幅,被北京市公安局房山分局拘留。因梁亮的户籍地问题,阿荣旗公安局将其解回,拘押期间,面对公安机关和其丈夫以及亲友的大量思想教育工作置而不闻、抗拒心理非常强烈,自始至终痴迷法轮功,顽固地进行“法轮大法好”的各种说辞和辩解,最终其被市公安局批准劳动教养两年。梁亮于当年4月被投送到图牧吉劳教所期间,表面服从劳教,但从骨子里憎恨教育改造,抗拒心理依然严重,“法轮”的桎酷使其不能自拔,良知已被“法轮”泯灭。2002年12月2日梁亮劳教期满释放时,阿荣旗公安机关说服其丈夫去图牧吉接梁亮回阿荣旗,而梁亮的弟弟梁柏成也到图牧吉接梁亮,最终梁亮跟随梁柏成到长春市净月开发区玉泉镇建国村其母亲处。之后不久,梁亮的姐姐梁丹(居住在日本大阪、境外法轮功人员)将梁亮上到明慧网页,被列为境外法轮功组织营救一百名对象之中。梁亮处在了“法轮”弟子的显赫位置。2003年1月,阿荣旗公安局领导及国保大队长亲赴长春市了解梁亮的近期动态,同时与当地公安机关签订了协助监控措施。2003年9月18日,长春市公安局净月分局来电话通知梁亮已于十天前离开长春,去向不明。2004年3月我局得知梁亮在青岛市,又由主管局长带领国保干警去青岛落实梁亮行踪和监控措施。同年9月旗反邪教办、国保大队又去青岛市做梁亮思想工作和落实监控工作。2005年7月旗反邪教办、国保大队和海拉尔市法轮功转化人员一起到青岛市做梁亮思想工作,梁亮的痴迷法轮功思想有所转化并签了四书。
2、介艳荣、女、1957年6月9日生、汉族、孤山镇人、无职业。1999年12月8日因传播法轮功被治安拘留15天。其女儿董威、董佳在牙克石卫校上学期间于1999年12月5日到天安门护法被牙克市公安局治安拘留15天。现董威、董佳在大连市某工厂打工。
3、王世军、男、39岁、汉族、新发乡章塔尔村农民。2005年1月5日王世军为法轮功书写邮寄鸣冤书信被治安拘留15天。同年5月至9月,王世军又在那吉镇内接连喷涂法轮功标语,又被治安拘留。2006年3月1日王世军伙同扎兰屯市法轮功分子王校春在向阳峪镇发放法轮功宣传品,王世军又被判一缓二。
阿荣旗公安局掌握的法轮功练习者大部分是大庆市那淑琴和本旗的介艳荣传授。那淑琴传授的主要分布在那吉镇和查巴奇乡,介艳荣传授的主要分布在原孤山镇、原长安乡。那淑琴仍在醚练法轮功,是大庆市列管的重点人口。2003年阿荣旗公安局在查巴奇乡法轮功修炼者中搜出从明慧网上下载的法轮功宣传资料,随即加强了对那淑琴来该地探亲活动的限制及跟踪监控工作。目前,阿荣旗的法轮功活动已得到有效控制,未发现新的违法活动。
法轮功起始之后的几年内,阿荣旗一直受到法轮功的渗透与侵蚀,起初形式是法轮功分子少量地在住宅楼道和自行车筐粘贴投放法轮功宣传资料,继而发展到用红纸包裹法轮功宣传品再使用防雨防尘的塑料口袋密封在平民居院投放,且投放量有逐年增加之势。尤以2004年为最,受国外法轮功组织的影响,法轮功活动由农村蔓延至城镇中心,呈猖獗之态势,具有很强的宣传性和煽动性,那吉镇的中央街、东西二道街的灯柱、电线杆、公用电话亭、王杰广场、儿童公园均成为法轮功分子张贴、散发宣传品的主要场所。由于张贴法轮功宣传品的范围广、量大、粘贴胶性强、清除难度大,只好动员环卫工人予以清除。更为狂虐的是,法轮功分子竟敢在光天化日之下向行人发放法轮功宣传单和张贴宣传品。在饭店有人谴责评论法轮功非法活动时,竟有法轮功分子公开争辩。王世军公然在那吉镇中央街路面书写“法轮大法”,挂出“法轮大法好”的横幅,又胆大妄为地向中央、自治区、市政府邮寄为法轮功鸣冤的信件。另有该旗的法轮功练习者梁亮、邱景文和扎兰屯市来该旗浮居的法轮功分子奚秀芳经多次教育工作仍十分顽固,拒不脱离邪教,坚持信奉法轮功。2004年该旗音河乡、霍尔奇镇、三岔河镇、红花梁子镇、那吉屯农场等的许多村屯多次发生骑摩托车人在农家院门投放法轮功宣传单和光碟。六合镇发生一起开吉普车散发传单的案件。外地的法轮功分子也常来该旗活动,据国家安全部门反馈信息,2002年12月21日该旗有人往国家安全部门监听法轮功分子的手机打电话,约定日期到阿荣旗接站。2004年3月12日,鄂伦春旗法轮功分子雷秀华来该旗活动三日,被当局抓获时,从其随身携带包里搜出十多张法轮功宣传单,在其被抓获的前一天,那吉屯农场派出所从场部居民院内收回八十多张同雷秀华身上搜出一样的法轮功宣传单。2005年,境外法轮功组织开展了煽动性、反动性更加强大的“九评”共产党活动,当时发现国外法轮功组织已经向该旗音河乡、德力其尔乡、原那克塔镇三户邮寄九评共产党资料。同年4月2日旗宾馆大门柱上粘贴一信封,内装九评共产党书籍一本。同年4月7日,受法轮功组织宣传九评共产党的影响,邱景文向旗委组织部写信声明脱离团组织(当时邱景文以搬家到吉林省延吉市朝阳区56号其儿子邱彦成家居住)。2006年2月25日和3月3日,新发乡章塔尔村和唐王沟村发现法轮功散发的明慧网下载的宣传单和《九评共产党》的小册子。2006年10月23日,一名在校学生交给派出所民警一张在背面西湖图案上用6号字体打印“快看《九评》天灭中共 退党团队保平安”一元面额人民币。2007年11月4日21时30分,亚东镇洪立村发现法轮功分子散发的宣传品有《九评共产党》、《江泽民其人》、《大恶报—神佛最后的忠告》(宣传册)、《生死一念》(宣传册)、《明慧周报》第127期、第132期、《明慧画报》第34期、《齐齐哈尔晨曦》第23期。派出所做走访清缴工作时发现洪立村周边十余个村当晚都被散发同样宣传品。2008年6月那吉镇文化街发现法轮功散发的宣传品。在奥运会前夕的2008年7月14日,公安局主管局长带领国保大队民警会同旗反邪教办公室对流入外地法轮功人员进行一次大走访,先后到延吉、青岛,在当地反邪办、维稳办、国保大队、派出所的配合下,走访调查法轮功人员邱景文、梁亮(梁秀芝)的现时表现,与二人 明示了这次走访的目的和其应该遵守的法律法规,同二人所在的管区派出所签定了监管协议书。2010年辽宁省营口市鲅鱼圈区王玉凤在绥满高速公路施工期间,在查巴奇散发“法轮功”宣传品被判刑三年。
“东方闪电教”(又名“实际神”):
“东方闪电教”是渗入阿荣旗最早、发展蔓延较快、危害最为严重的邪教组织。他们散布反动言论,恶毒攻击党和政府,煽动闹事,攻击党的宗教政策。该组织的反动性在于它污蔑当今中国是一个没落的帝王大家庭,受大红龙(指共产党)的支配,煽动信徒要用生命挡住大红龙的枪口,振作起来,舍去生命,舍去一切,不惜个人得失,在神的率领下,与大红龙展开一场鱼死网破的决战,将大红龙灭绝,建立全能神的国度。“东方闪电教”具有欺骗性、反动性、疯狂性、残酷性和诡秘性等特点,具有极强的渗透力,又因其冒用宗教名义,把基督教徒作为其首选的渗透对象。在“东方闪电教”猖獗之年代,各类非法宗教活动泛滥,大量零散宗教聚会点和信教人员游离于正常宗教管理范围之外,致使许多信教人员是非不分,“免疫力”低下,误入邪教便难以自拔。“东方闪电教”组织有其严密的组织机构,骨干实行异地交流,单线联系,以基督教为幌子,进行传教、传福音,广泛发展信徒。其特点是:
一是外地邪教组织成员被组织派到该旗进行渗透活动。这些人打着走亲访友的旗号,每到一地以亲友家庭为聚会点,宣传歪理邪说,发展教徒入会,一遇风吹草动便逃之夭夭;
二是其组织机构严密,实行“暗信、暗传、暗教育”,行动诡秘,成员间联系实行加密卡IC电话,不报真名实姓,单线联系,如掉脚则守口如瓶,极尽否认或编造假话,供述情况如出一辙。教徒们隐秘聚会,放岗上哨,竭力窥避公安机关的打击;
三是以“福音”传基督教和“新的神降生”为名,大肆宣扬“实际神”歪理邪说,打着宗教信仰旗号,散布“信主、信神”的平安邪说迷惑群众,扰乱生产生活秩序。
2002年月12月中旬,阿荣旗那吉屯农场一分场二队的张凯经大时尼奇林场郎玉凡介绍在牙克石市加入东方闪电教邪教组织,于12月25日先后领回五名外地邪教成员(三男二女)分别由张凯及妻子尤桂清在阿荣旗那吉镇、复兴镇、新发乡、那吉屯农场等地的20余个村屯寻访基督教信众,以探讨《圣经》为嗜,进而宣扬基督再世,肉身显现,再现邪教书籍《审判在神家起首》及歌本和录音磁带让信众传阅,并称原基督教民读的《圣经》走偏了,《审判在神家起首》走的才是正道,蛊惑更多的信教群众加入“东方闪电教”邪教组织。2003年1月8日上午,该邪教组织又派张奎芝(黑龙江省齐齐尔市富拉乐尔基区九砖厂工人)携带书籍从齐齐哈尔市到阿荣旗张凯家参加传播邪教活动,由尤桂清指引在那吉镇内信众家中游说群众信奉“东方闪电教”,当晚被公安机关抓获,张凯及其他5名邪教成员闻讯逃掉。
2003年3月中旬,黑龙江省鸡西市铁西委居民于海棠被邪教组织派往那吉屯农场一分场二队吕桂荣(原农场一分场二队小学教师,因病退休,信基督教)家传播“东方闪电教” ,于4月26日,于海棠、吕桂荣在原太平庄镇三合村马架屯张国喜家准备向信教村民传播“东方闪电教”时被当场抓获,收缴《审判在神家起首》邪教书4本,录音带5盘,于、吕二人被治安拘留。2005—2008年吕桂荣一直离家在外传教,因患精神病于2008年夏季被邪教组织抛弃。
2004年8月,与阿荣旗毗邻的黑龙江省甘南县公安局经二年经营侦查,成功打掉一庞大的东方闪电教组织,涉案骨干成员几十人,在搜查邪教组织会部时,搜出一张阿荣旗地名图,地图上有阿荣旗七个乡镇、八个自然村的标注,图上显示张文素、华派、田艳、刘小波、徐刚5人的名字,人名后标有人数2300人。张文素是亚东镇基督教头目,多次被公安机关查处,该人已于2004年11月举家搬迁外地,其余4人均未查实。甘南县公安局审理查实,该邪教组织曾多次向阿荣旗的邪教组织提供发送邪教书籍。
2004年12月22日,阿荣旗政法委组织公安机关摸底调查全旗“东方闪电教”活动情况,公安机关在对原掌握的邪教成员调查中发现,邪教骨干分子中有5户举家搬迁,3人离家在外。此次调查行动集中查处“东方闪电教”骨干人员4人。
2003年以来,黑龙江省人员(具体地址不详)赤手(灵名)、 到该旗亚东镇进行传播“东方闪电教”,组织自称为黑龙江人叫解脱(灵名)、脱俗(灵名)、刘燕(灵名)、沉静(灵名)四人先后到阿荣旗亚东镇、六合镇、得力其尔乡进行组织传播“东方闪电教”活动。在亚东镇组织信教人员30余人,任命张秀霞为带领,负责召集聚会活动。2004年初,张秀霞诱丈夫孙世宽入该邪教,做邪教组织书籍、资料传递工作。几个月后,孙世宽发现该教活动诡秘,认为是非正统宗教,在之后的一次聚会活动中,宣布退出教会,并强迫妻子及其亲属都要退出,否则告发。孙的举动致使妻子及部分人员脱离了邪教活动。 。
2007年3月,阿荣旗公安机关集中打击处理“东方闪电教”骨干成员12人。重创之后,阿荣旗的“东方闪电教”活动得到彻底扼制。
“门徒会”(又称蒙头教、三赎基督教):
“门徒会”邪教组织鼓吹宣扬的内容十分低级、手段甚为拙劣,其创立至今仅仅十几年时间就得以迅速蔓延,教徒遍及全国各地,已经对社会稳定和和谐社会建设造成重大影响,其危害是巨大的。
一是其组织的迅速蔓延扩大对国家安全造成威胁。如任其发展、做大成势,其首要分子的野心定会不断膨胀,不甘心于初始阶段坑蒙拐骗的小打小闹,势力一旦具备、时机一旦成熟,它的教义内容就会随之改变,就会显示出颠覆国家政权的政治图谋,具体表现为挑起事端、制造动荡、企图攫取政治权力。
二是与社会主义先进文化方向公然对立、背道而驰。“门徒会”所宣扬的“世界末日论” 、“祷告去病论”等迷信学说是与我们今天积极向上、阳光健康的社会文化格格不入的。可以想象,如果“门徒会”邪教组织得以迅速发展壮大,必然在意识形态领域、思想政治领域造成混乱,我们也因此很可能失去一块很重要的思想文化阵地。
三是制造教主崇拜,编造歪理邪说,实行精神控制,践踏人性庄严,摧残人的身心健康,背弃社会人伦,湮没世间真性,最终必将导致社会道德沦丧的可怕后果。
四是扰乱社会秩序,影响社会稳定。攻击党和政府,利用社会矛盾,煽动群众抗拒国家法律政策的实施。此外,“门徒会”还在危害公共安全、侵犯公民人身权和民主权利、侵犯公民(包括信徒)财产权利,甚至侵犯人民群众的生命安全等诸多方面有着极为严重的社会危害。过去的十几年有例为证。
2005年12月,公安机关全面开展了打击“门徒会”专项行动“迅雷行动”,给“门徒会”邪教活动以沉重打击。
2006年7月19日,阿荣旗政法委主持召开会议专门部署打击“门徒会”邪教的专项斗争战役,各乡镇主管政法领导、派出所所长参加会议,要求各派出所利用一周时间对辖区“门徒会”邪教组织活动情况进行调查摸底,共调查登记 “门徒会”邪教组织成员567人,邪教活动点47个,对邪教组织骨干人员12人给予治安拘留处罚。
在2010年打击邪教“决战年中,阿荣旗公安局加大打击力度,劳教“门徒会”成员4人,行政拘留30名。
自1998年以来,阿荣旗公安局连年加大对“门徒会”邪教组织查禁取缔工作力度,劳动教养4人,行政拘留66人,基本上扼制了其发展蔓延的势头。
二、邪教组织形成发展的原因
各类邪教组织的学说早已臭名昭著,犹如过街老鼠人人喊打。但它为什么会屡遭打击查禁却没有根治、还会卷土重来?说明当今社会还有它赖以生存的土壤基础和人群基础,有着较深层次的历史原因和现实背景。
从历史原因上看,自古以来,在广大民众间信奉宗教的风俗相当普遍,尽管各类邪教不是合法宗教,但它却冒用宗教招牌,以宗教的名义传播其教义、招摇撞骗,这就混淆了视听、误导了群众。相当一部分群众认为信教是行善积德之举,只要信教就能得到上帝的佑护,就会祛灾辟邪,就能得到丰厚的回报。从而导致各类邪教组织乘虚而入,在其歪理邪说的诱导下,还没明辨是非就糊里糊涂成为了各类邪教组织的信徒。
从现实背景看,由于受经济条件和社会发展不平衡等因素的限制,广大农村相当一部分群众,丧失政治信仰和正义的目标追求,明辨是非能力软弱,加之事业生活挫折,出于对生活的美好企盼,而他们的物质生活条件相对贫乏,有病得不到及时医治,种庄稼有时连年欠收,在短时间内看不到生活现状有明显改善的情况下,信教就成为了他们精神上的寄托。各类邪教组织正是瞄准了这部分人群乘虚而入,大肆灌输其歪理邪说,来迎合这部分人的心理,蒙骗群众信教,以达到其瓦解人的心灵、敛取钱财、发展组织的目的。
从社会原因看,思想政治工作薄弱,党的民族宗教政策还没有得到根本落实,广大农村的文化阵地还没有完全被社会主义精神文明所占领。凸显在,
一是绝大多数邪教信徒思想空虚、文化匮乏,对哲学、宗教常识、党和国家的宗教政策以及法律法规知之甚少,不明宗教信仰自由的含义,不明何为正常的宗教活动,盲目盲从;
二是社会主义精神文明建设还没有普及广大农村的各个角落,一些干部只忙于抓经济建设,弱化了宣传思想文化工作,包括法律知识的普及、党的民族宗教政策的宣传、文化下乡等项工作往往流于形式, 这就给各类邪教组织提供了赖以滋生发展的平台;
三是基层政权特别是农村干部对打击治理各类邪教工作没有引起足够重视,甚而对邪教的滋生蔓延默然。一方面他们本身就缺乏宗教及其法律法规的基本常识,在宗教与邪教面前难辨是非;另一方面,甚而有之认为信教这东西就是小打小闹、成不了气候、翻不起大浪,任其泛滥发展。这是一个相当普遍的思想认识问题。再有乡、村两级基层组织中,宗教的专、兼职管理干部不健全,致使对宗教工作责任不清、无人过问、无人管理,存在着只靠公安机关一家唱独角戏的被动局面。
三、采取工作措施及对策
纵观历史和现实,邪教组织及其活动在广大农村确已影响了社会稳定,掠夺了群众的思想,俘虏了群众的灵魂,给社会造成了极大危害。为根除各类邪教毒瘤,防患于未然,必须采取切实可行的工作措施和犀利高效的治理对策。
(一)综合治理、密切协作,联合作战。
在当地党委统一领导下,由邪教办牵头整合统战、民族宗教事务管理部门、公安机关、司法及有关乡镇党委、政府的力量,认真分析研究各类邪教组织活动的规律、特点,定期或不定期地开展专项调查和专项行动,找准发现、控制、防范其活动的有效方法,准确及时地给予有效治理和严厉打击。
(二)明确任务、落实责任、严明奖惩。
进一步明确防控邪教工作任务的主要责任人是辖区党委、政府,将任务落实到基层党委,再层层落实到党支部、党小组,并将此项工作作为社会治安综合治理和精神文明建设内容纳入单位目标考核。对防控措施不到位,邪教活动突出或出现反弹的地区,实行工作责任追究。对反邪教工作成绩突出的单位和个人予以表彰奖励。
(三)争取主动、多管齐下、帮教转化。
采取有效形式,全力做好各类邪教人员的帮教转化工作。各地要找准并确定邪教活动频繁的重点村(部位),组织专人采取“一帮一”,“几帮一”帮教形式,逐一上门认真做好邪教人员的思想教育转化工作,为其清除思想毒素、挽救其颓废的心灵,同时要施以生活上关怀照顾,让他们体会到党和政府的温暖。
(四)纳入视线、打拉结合、有效监控。
充分发挥公安机关的职能优势,对邪教骨干分子、重点人员全部纳入工作视线,逐一落实监控措施,强化工作力度,明确工作责任,实施层层管理,适时给予训诫,通过打拉结合的方式,有效防止其重蹈覆辙。
(五)公密结合、布建网络、挖掘情报。
充分发挥特情、信息员、联络员作用,建立覆盖社会面的防范邪教信息网络,及时掌握邪教活动动态。从曾被打击处理的邪教组织骨干分子和有活动的重点乡村中物建秘密力量,以获取邪教组织活动的深层次、内幕性、预警性情报信息,并将邪教组织骨干分子的长期控制和教育转化工作纳入重点人口管理。
(六)强化培训、提高素质、制定村规。
在乡村基层干部队伍中加强宗教基本意识和必要法律法规的培训活动,使他们懂得如何管理和掌控宗教活动的基本常识,能够正确区分哪些属于正常的宗教,哪些属于邪教,并能通过制定一些村规民约来制止群众盲目信教行为。绝对禁止党员和十八岁以下青少年入教。
总而言之,唯有加强宗教领域的掌控管理,加大打击邪教组织活动工作力度,强化基层政权建设,做好各类邪教人员的思想教育转化工作,才能保护合法宗教信仰自由,维护社会政治稳定,巩固共产党的执政根基,保障农村社会主义精神文明建设的深入持久健康发展。

- The status quo and harm of cult organizations
