阿荣旗公安局如何进一步推动实有人口的管理创新,建立健全覆盖全部实有人口的动态服务管理体系

近年来,随着我旗政治经济体制改革的不断深入和城乡一体化进程的加快,随之而带来的是各类社会矛盾集中凸显,治安、经济、刑事违法犯罪高发不下,并向科技化、智能化、信息化发展转变。如何加强和创新社会管理工作、提高公安机关的服务效率和水平,适应和服务经济社会发展,已成了我们必须思考和及待解决的问题。这也是中央政法委、公安部准确把握现阶段经济社会发展的新形势、新特征,深刻总结现代化建设进行中的经验,更好地维护国家长治久安,促进人民安居乐业,确保社会和谐稳定,作出的重大决策部署,经过调研,我们主要从以下几个方面进行社会管理创新:

一、把创新社会管理落实到做好户籍管理工作中。

社会管理归根到底是对人的管理,管住了人就管住了社会,就管住了治安。阿荣旗是个农业大旗,常住人口就有三十多万,因此做好常住人口户籍管理就成了创新社会管理的首要工作。首先我们以全国第六次人口普查为契机,深入推进实有人口登记核实录入工作,对全旗所有常住户进行了一次彻底的调查核实,并进行了公安网络平台录入,实现了户籍人口网上管理、网上办公、网上查询,紧紧依靠信息化来实现对实有人口的动态管理。其次在户口办理上推行户口业务代办制度,对交通不便、地理位置比较偏远的乡村以及行动不便人口实现户籍业务代办制,并根据实际情况到少数偏远村屯现场办公,解决群众关心的户口问题。即方便了群众,又节省了群众办事时的经济支出,极大的方便了群众,受到了群众的好评。三是健全户籍管理制度。对各派出所户籍业务量按季度通报,并明确加强为民服务便民措施,在所有的户籍窗口公开监督举报电话奖励措施,并运用局里配发的车辆不断到14个派出所辖区走访群众,了解派出所工作,以便有的放矢,结合工作实际,不断创新户籍管理。

二、把创新社会管理落实到流动人口管理工作中。

随着经济的发展,农村流入城市、外地流入本旗的流动人口越来越多,这种流动对社会管理提出很大挑战。传统的户籍管理是一个萝卜一个坑,萝卜就在坑里边,而人口流动,打乱了这种传统的管理模式,给社会治安管理提出了新课题。为了做好流动人口的管理,维护社会的稳定,我们建立了“以证管人、以房管人、以业管人”的流动人口管理模式。对流入人员实行暂住证登记录入制度,实现以证管人;对出租房屋实行登记许可证制度,实现以房管人;要求责任区民警及时将登记采集的流动人口、出租房屋信息录入警务平台,按照从事职业,实行谁用人、谁负责的用人管理责任制,实现以业管人。强化社区、业主责任,实行动态跟踪管理,真正做到流动人口底数清、情况明。

三、把创新社会管理落实到治安重点地区综合治理中

为解决我旗治安重点地区综合治理,我们重点从以下几个方面进行创新:

一是创新矛盾纠纷源头调处机制。

确保能够及时发现各治安案件及群体性事件的苗头和隐患,并通过行之有效的措施将苗头和隐患化解在基层,消除在萌芽状态,夯实维稳基础。

一是民众自调。以村(社区)为单位建立治保会,负责所在村组(社区)各类矛盾纠纷情报信息的收集、邻里纠纷调处、社会矛盾的化解、法律宣传等工作,派出所和农村(社区)警务民警要指导治保会建立健全各项规章制度,建好矛盾纠纷调处、信息反馈、重点人员管理等方面台账,同时通过开好每月治保主任例会,抓好治保业务培训等措施,增强治保会成员的政治敏锐性和矛盾纠纷的调处能力,确保小事不出村(社区),大事不出镇(乡),矛盾不上交。

二是部门联调。社会矛盾纠纷的排查与调处仅仅依靠公安机关自身的力量是微不足道的,所以要由政府牵头,整合综治维稳中心各部门力量,形成各部门联动、人民群众广泛参与的“大调解”格局,综合运用法律、政策、经济等手段和教育、协商、疏导等办法,进行社会矛盾纠纷的调处。

三是走访促调。近年来,公安机关开展的爱民实践大走访活动,对促进社会矛盾纠纷的排查化解起到了很好的促进作用。公安机关建立走访长效机制,继续开展好“开门接访、主动约访、带案下访、上门回访”“四访促和谐”活动,进一步密切警爱民,民拥警的警民鱼水关系;进一步完善大走访考核办法,确保不流于形式,取得实效。

四是信访助调。基层公安机关要树立信访工作无小事的指导思想,将具有基层工作经验、会做群众思想工作、懂法律的民警充实在信访部门,提升信访案事件的调处能力,并长期坚持;加大对历史信访积案的梳理力度,尽量满足人民群众的合理诉求,对一时不能解决的信访问题和不能侦破的案件,要定期不定期的向信访人通报办理进展情况,以获得人民群众的理解和支持,总之通过信访案事件的办理,可以化解民众心中的积怨,可以助推矛盾纠纷的调处。

二是创新社会治安防控工作机制。

根据预防一起案件比侦破一起案件的成本低,社会效果好的实际,认真贯彻“打防互进,以防为主”的方针,将防控摆在公安工作的重中之重,力争通过防控实现少发案、不发案的工作目标,切实增强群众安全感。

一要建立群防群治组织。

各基层派出所和农村(社区)警务室民警要深入村组、社区(街道)、机关、企业、学校等单位和场所指导建立护厂、护村(街道)、护校、护院巡逻队伍,24小时不间断的开展流动巡逻工作。

二要健全情报信息网络。

首先要在出租车行业、典当行业、废旧回收点、四小场所、休闲娱乐场所等单位和场所物建一批信息员,随时收集各类情报信息,对打击防控作出特殊贡献的信息员给予一定的物质和精神奖励;其次要加大与计生、工商、税务、国土、房产等单位的沟通力度,实现情报信息互通互享;

三要加大基础信息的采集力度。

确保警务平台、大情报信息系统的信息及时、准确、鲜活录入,服务实战。三是提升防控科技含量。一方面要加大防控硬件投入。在重点单位、重点场所、小区和乡镇各街道、各进出口、停车场、公共娱乐场所等地安装电子监控系统,实现全天侯监控。另一方面要将旅馆业信息系统、网络警察警务综合应用平台、城市电子监控报警系统等系统与大情报平台进行链接,确保能够及时预警、签收、派警、处置等,提高防控效果。

四是明晰防控工作责任。
