内蒙古阿荣旗公安局关于拘留所建设项目招标事宜的申请
旗人民政府：
为改善拘留所的羁押条件，完善安全设施防止出现安全事故，申请新建拘留所的项目资金于2009年批复，当时选址在看守所院内建设，因看守所、拘留所同属公安监管业务，在同一地点建设，便于管理，节约建设成本。
由于看守所面临111国道改扩建、城镇建设发展，周围其他建筑物相继建成与他们比邻、地势低洼、房屋设施老化，急需大量资金维护等诸多不利因素，经多方考量决定看守所迁建，所以拘留所项目没有实施。
目前，选址在那吉屯农场五马架南坡，农用地转换手续正在办理中，看守所项目资金已下达，目前正是施工的黄金季节，阿荣旗与呼伦贝尔市所在地路途远，加之工期紧，为了能够抓紧开工建设，特申请拘留所项目招标。

In Order to Improve the Detention Conditions of the DETENTION Center and Improve the Safety Facilities to Preventy Accidents, The Project Funds For the New Detenting Center Were Approved in 2009. At that time, the site was selected for construction in the countyard of the deposition center. Since the detention center and the detention center belong to the public security supervision business, they were built at the same location , easy to manage and save construction cost.
As the detention center is faced with many unfavorable factors such as the reconstruction and expansion of the 111 National Road, urban construction and development, other surrounding buildings have been built adjacent to them, low-lying terrain, aging housing facilities, and urg ent need for a large amount of funds for maintenance, etc. After many considerations, it was decided to relocate the detention center.
At present, the site is selected on the south slope of Wumajia, Najitun Farm. The procedures for the conversion of agricultural land are being processed, and the funds for the detention center project have been issued. It is now the golden season for construction. To be able to start construction as soon as possible, we especially apply for bidding for the detention center project.
