东直门派出所关于周菊妹反映我所民警不作为的信访答复
分局信访处：
我所接你处转来的周菊妹反映我所民警不作为的人民来信。接此信访来件后，我所领导高度重视，立即安排专人了解当时情况。
经了解周菊妹（女，47岁，1963年出生，身份证号：，户籍所在地：浙江省杭州市余杭区径山镇绿景村后子村西组后诸村）等五人，因来京上访，于2011年8月7日被杭州驻京办事处林处长从久敬庄救助站接回。他们来到北京市东城区东直门北大街4号楼1段北京京丽水旅馆，但是该旅馆已经住满了客人无房，无法安排几人居住。当时办事处接访的负责人林处长（手机号：13651077049）就让五人自行离开了。
但是周菊妹等五人不同意，并且报了警。民警赶到现场后了解情况，林处长称：周菊妹等五人属于正常上访，我们已经让这几个人自行离开。他们非要让我给安排住处，我只能给这几个人安排救助站，不然就让他们自己出钱去旅馆住。周菊妹等五人不同意自己出钱，然后林处长等人就离开了。
后周菊妹等五人来到我所报案称，林处长等人对周菊妹等五人非法拘禁，并且让东直门派出所立案侦查并出具立案回执。
后我所民警电话联系杭州驻京办事处林处长。林处长再次重申，他没有义务给周菊妹等人安排住处，而且也不来派出所接走这五个人。
后民警告知周菊妹等五人，此情况不属于非法拘禁，无法立案。
后周菊妹五人离开派出所，民警没有周菊妹反映的不作为的行为。

Response to Dongzhimen Police Station’s letter and visit regarding Zhou Jumei’s complaint about our police’s inaction

Zhou Jumei, who was transferred from the place where I picked you up, reported a letter from the people reflecting the inaction of my police. After receiving this letter and visit, the leaders of our office attached great importance to it and immediately arranged special personnel to understand the situation at that time.
After understanding Zhou Jumei (female, 47 years old, born in 1963, ID number:, household registration: Houzhu Village, Houzi Village, West Group, Lvjing Village, Jingshan Town, Yuhang District, Hangzhou City, Zhejiang Province) and other five people came to Beijing to appeal, On August 7, 2011, he was taken back from the Jiujingzhuang Rescue Station by Director Lin of the Hangzhou Office in Beijing. They came to Beijing Jinglishui Hotel, Section 1, Building 4, Dongzhimen North Street, Dongcheng District, Beijing. However, the hotel was full of guests and had no rooms, so they could not arrange for several people to live there. Director Lin (mobile phone number: 13651077049), who was in charge of the interview at the office, let the five people leave on their own.
But Zhou Jumei and other five people disagreed and called the police. After the police arrived at the scene to understand the situation, Director Lin said: Zhou Jumei and other five people are normal petitioners, and we have let these people leave on their own. They insisted on letting me arrange accommodation, I can only arrange a rescue station for these people, otherwise I will let them pay for the hotel by themselves. Zhou Jumei and other five people disagreed with their own money, and then Director Lin and others left.
Later, Zhou Jumei and other five people came to our firm to report that Director Lin and others had illegally detained Zhou Jumei and the other five people, and asked the Dongzhimen Police Station to file a case for investigation and issue a case filing receipt.
Afterwards, the police from our institute contacted Director Lin of the Hangzhou Office in Beijing by phone. Director Lin reiterated that he was not obliged to arrange accommodation for Zhou Jumei and the others, and he did not come to the police station to pick up the five people.
Houmin warned Zhou Jumei and other five people that this situation was not illegal detention, and the case could not be filed.
Later, Zhou Jumei and five people left the police station. The police did not act as reported by Zhou Jumei.
