空缺两个月后，新任青岛市委书记到位。2023年12月23日，山东省委常委、常务副省长曾赞荣履新青岛市委书记，填补陆治原2023年10月升任民政部党组书记后的空缺。陆治原 是二十届中央委员，曾赞荣是二十届中央候补委员。
曾赞荣的背景不是很容易看出来的，似乎是
王安顺提拔的曾赞荣。
2012年2月，曾赞荣出任北京市房山区委副书记、政法委书记。此时对应的北京政法委书记是王安顺。
2014年12月，曾赞荣出任房山区代区长。此时对应的北京市长还是王安顺。
2016年2月，曾赞荣升为中共北京市房山区委书记。此时王安顺还是北京市长。
2017年12月，曾赞荣任中共北京市通州区委书记。此时，蔡奇当上北京市委书记刚刚半年左右，大概是第一次调整干部。
2021年2月，曾赞荣赴山东省交流任职，任山东省副省长。
可以看出在王安顺手下的时候，曾赞荣两年一次的速度晋升，而在蔡奇手下4年，晋升无望，无法晋升北京市委常委，
因此调到山东。
2021年4月30日的政治局会议“讨论了其它事项”，这通常被认为是有关人事的议题。
会后传出很多人事异动消息，包括武汉书记王忠林升任湖北省长，
浙江省委常委兼温州市委书记陈伟俊将接任武汉书记，
湖北省长王晓东将去全国政协专门委员会任职；
河北省委书记王东峰传将进京接掌国家发改委，省长许勤将顺位接任河北书记，河北省长将由山东省委副书记杨东奇跨省接替；
山东省副省长曾赞荣将出任青岛市委书记一职，并将跻身山东省委常委之列，以填补王清宪升任安徽省长之后留下的空缺。
不过，到2021年5月5日为止，上述传言只有一项落实，王忠林已获官媒证实升任湖北省委副书记兼省政府党组书记，接任省长已呼之欲出。
传言第二项陈伟俊没有任武汉书记而是任新疆副主席。
2021年6月23日，王晓东被增补为全国政协农业和农村委员会副主任。
等于传言中的第三项也落实了。
至于第四项，王东峰接替何立峰出任发改委主任，没有落实。王东峰后依次到人大，政协任职。何立峰继续担任发改委主任，后来升任副总理。许勤没有接任河北书记，而是被赵乐际调到黑龙江任书记。杨东奇到人大退居二线。
2023年12月23日，曾赞荣接任陆治原 留下的青岛市委书记空缺。
证实了
2021年5月初，曾赞荣将出任青岛市委书记一职的传言是真实的。
只不过，人事斗争太过激烈。赵乐际派系的陆治原胜出，挤掉了曾赞荣
青岛市委书记的位置，挡住了曾赞荣的升迁之路。
2021年9月2日，陆治原 任中共山东省委常委、中共青岛市委书记。
2021年1月，前任青岛市委书记王清宪调任中共安徽省委副书记、省政府党组书记。等于青岛市委书记的位置空缺了8个月之久。
而曾赞荣竞争青岛市委书记失败，在第二年
2022年6月，曾赞荣任中共山东省委常委
等于曾赞荣的升迁之路，升任山东省常委被延误了1年。

《陆治原为啥跟坐火箭一样往上升》
2007年3月25日至2012年11月15日，赵乐际任陕西省委书记。
赵乐际到陕西的时候陆治原是西安市阎良区委书记，2008年8月，赵乐际调陆治原任西安市灞桥区委书记。2010年6月，赵乐际调陆治原任中共榆林市委副书记。2011年8月，赵乐际把陆治原从副书记扶正，任榆林市副市长、代市长，2012年1月，任榆林市市长。
再之前，2002年7月，陆治原从西安市财政局副局长任西安市阎良区委副书记、区长。这一步，是当时的西安市委书记栗战书提拔的陆治原。
所以有栗战书和赵乐际这两个靠山，也难怪陆治原《跟坐火箭一样往上升》了
陆治原传言要接替刘昆任财政部长。
但是，2023年9月28日，蓝佛安任财政部党组书记。2023年10月24日，蓝佛安任财政部部长。
2023年10月28日，原来的民政部部长唐登杰去了山西接替蓝佛安，任山西省委书记。
2023年10月31日，陆治原任民政部党组书记，准备接任民政部部长。
等于蓝佛安虽然取代了陆治原财政部部长的位置，但是
陆治原还是马上被提拔为民政部部长，也晋升了正部级。
但是蓝佛安，陆治原，唐登杰这3个人，晋升政治局委员的可能性几乎就不存在。因为财政部长，民政部长，山西省委书记，历史上就没有人晋升政治局委员。尤其是山西省，山西省的省委书记是中国31个省，历史上晋升政治局委员，甚至，人大或政协副国级，最少的一个省。山西省委书记基本等于仕途的终点。
