2024年6月17日，黑龙江原常务副省长王一新被中国的中纪委立案审查调查，王一新被“双开”。
王一新就绕不开中海油，绕不开卫留成，而卫留成就绕不开吴邦国。
王一新在中海油时期就担任卫留成的秘书，担任中国海洋石油总公司办公厅副主任、主任。
2004年2月，原中海油总经理卫留成任海南省省长
2004年6月，王一新调任海南省人民政府副秘书长、办公厅党组成员、省政府研究室主任。
王一新跟随卫留成从中海油调到海南省。
而卫留成则有很深的吴邦国的背景。
1993年，卫留成晋升中海油总公司副总经理。
1998年6月，中共中央决定设立“中央大型企业工委（全称：中央大型企业工作委员会）”，吴邦国获任该委员会书记。
1998年7月9日召开了在京大型企业领导同志参加的工委工作会议。中共中央政治局委员、国务院副总理、中央大型企业工委书记吴邦国同志到会讲话。
1998年11月，卫留成升任中国海洋石油总公司总经理、党组书记。
也就是，吴邦国担任中央企业工委书记不到半年就把卫留成从中海油
副总提拔到老总
第二年，1999年，卫留成又兼中海油董事长、首席执行官。
2001年，卫留成成功地主导了中海油同时在纽约证券交易所和香港证券交易所上市。

2008年6月12日，北京市公安局经侦处收到市局转来何光晋举报材料，称：王新光以落实中央领导批示的扶贫卷烟项目为名，通过与中国华电房地产公司南通公司联营合作协议书，诈骗南通公司500万元人民币
1996年4月7日，犯罪嫌疑人王新光代表北京市外贸德利商贸公司与中国华电房地产公司南通公司签订联营合作协议书，约定双方合作两万标箱红塔山牌84硬包装卷烟，北京市外贸德利商贸公司负责办理协调云南昭通烟草公司两万标箱红塔山牌84硬包装卷烟售给乙方指定的烟草公司，中国华电房地产公司南通公司负责先提供业务保证金300万元，并筹集项目的全部货款及资金运作。
这个案子呢，事实清晰，证据确凿
是一个很简单的案件
即便就是按照中国的法律
就是一个诈骗案
吴邦国诈骗
用一个批条，能够低价购买红塔山香烟的批条
卷了别人300万跑了
但是由于犯罪嫌疑人是吴邦国
当时中国台面上的二号人物
肯定不会因为诈骗300万就把吴邦国抓了啊
所以警察就问东问西
不敢问核心的内容
警察根本就不敢问这个批条是真的还是假的
