“7.31”远洋德邑小区故意杀人案工作报告
2012年7月31日11时50分许，李宏禹报案称与老板常利民失去联系，在东城区广渠门内远洋德邑小区B座3单元XXX号住址的卧室内发现常利民死亡，房间内窗台上有疑似血迹。接报后刑侦总队副总队长吕宝泉、东城分局副分局长艾长庚立即赶赴现场进行指挥，东城刑侦支队支队长魏元泰、副支队长张铁军带领重案队、技术队、现案队会同刑侦总队一支队侦查员立即开展工作。
- 现场情况
现场位于东城区忠实里远洋德邑小区B座3单元XXX号房间，现场房屋为两室一厅一卫结构，中心现场位于北侧卧室。防盗门正常打开，门锁完好，门口的鞋柜外的两只拖鞋底（一只为块状花纹、一只为同心圆花纹）有血迹。死者位于北侧卧室内的床上，头南脚北侧卧于床上，尸体头部边上有一把带血迹的餐刀，死者一身浅黄色的睡衣，后脑部及腹部有多处钝器、锐气伤口，死者脚底板有血迹。
经对现场状态进行分析，案件性质为矛盾杀人，熟人作案，对现场环境了解，打斗点集中在卧室，凶器有尖刀和烟灰缸，现场有翻动的迹象，作案后嫌疑人有洗澡的过程，现场反应出作案人数为一人，凶器是就地取材。现场有苹果手机的充电器，未发现苹果手机。嫌疑人在现场客厅内遗留了自己的裤子、皮带、T恤三件物品。
- 报案人情况
同住人员李宏禹，男，23岁，单位：龙潭湖中心岛剧场经理助理，身份证号：XXX，户籍地：辽宁省抚顺市新宾满族自治区朝阳组102号，电话:13811204654，
经询问李宏禹了解到，李宏禹平时与常利民居住在广渠门内远洋德邑小区B座3单元XXX号，7月29日常利民让李宏禹30日别回住地，刘铁钢来此谈事，7月31日李宏禹打电话无法联系上常利民，随后来到远洋德邑小区B座3单元XXX号房间，用钥匙打开房门，发现卧室门打不开，窗台上有疑似血迹，后通知物业并报警。
李宏禹还反映，刘铁钢，男性，北京人，原来是龙潭湖中心岛剧场员工，后被辞退。
据死者表弟李军（男，40岁，电话：15901331586）反映：2012年7月31日9时30分许，表哥常利民的助理李宏禹给其打电话，称给常利民打电话一直无人接听，后李军给常利民打电话也无法接通，11时50分许，与李宏禹一起到远洋德邑小区。
- 死者情况
常利民，男，46岁，龙潭湖中心岛剧场老板，身份证号：XXX，户籍所在地：海淀区金沟河路2号907楼2单元4号，现住址：东城区忠实里远洋德邑小区B座3单元XXX号。该人名下有一辆国产宝马3系轿车，灰色，车牌号：京PPR719，初始登记日期2004年12月。 死者手机：13601206515（遗留在现场）、18600045861（白色苹果手机，现场未发现）。
- 现场工作情况
经调取远洋德邑小区内录像进行查看，了解到：
1、7月30日21时37分，常利民独自驾驶宝马车回到小区，有地下车库乘电梯上楼，上身穿粉色T恤，下穿深色长裤；
2、7月30日22时07分由1层乘坐电梯到7层，身穿黑色圆领短袖、浅色裤子、携带折叠雨伞；
3、7月31日7时05分，刘铁钢乘电梯下楼离开，上身穿灰色短袖T恤，下穿黑色七分裤，光脚穿黑色皮鞋；
4、7月31日7时17分，刘铁钢驾驶常利民的灰色宝马京PPR719车辆离开远洋德邑小区。
经初步工作认定刘铁钢有重大作案嫌疑。
- 嫌疑人情况
刘铁钢，男，40岁，身份证号：XXX，户籍所在地：北京市海淀区曙光望塔园小区3号楼XXX号，联系方式：18210438786、18601115631。身高1.72米，体态较瘦，上身穿灰色短袖T恤，下穿黑色七分裤，光脚穿黑色皮鞋。
家庭成员：儿子，刘日韩，2002年生人，身份证号：XXX，户籍所在地：河南省。
2006年10月8日，刘铁钢因吸食海洛因被海淀分局强戒，2009年7月16日因吸食海洛因被海淀分局行政拘留，2009年7月30日被强戒，2011年7月30日被裁决社区康复。
- 其他工作情况
经市局十二总队对犯罪嫌疑人刘铁钢手机18210438786进行工作，该手机于7月30日21时33分到达现场位置，7月31日7时30分离开现场，10时06分在门头沟区三家店关机。
经查询113系统，7月31日11时20分许，京PPR719车辆在海淀区温北路凤凰岭路口南向北行驶。
- 破案过程
案发后，我队向全市发送协查通报，布控抓捕犯罪嫌疑人刘铁钢。2012年7月31日21时许，顺义分局仁和派出所接群众杨淑荣报案称，在顺义区仁和镇杨家井5号北侧的菜地里发现一男子躺在地上，经工作认定该人为刘铁钢，该人自杀未遂。2012年7月31日23时许，犯罪嫌疑人被送往同仁医院进行抢救。
经讯问，犯罪嫌疑人刘铁钢供认了2012年7月31日早，在常利民居住地，因矛盾纠纷，其使用烟灰缸、餐刀将常利民杀死，后驾驶常利民的宝马车逃离现场的犯罪事实。
至此，该案告破。

After checking the video in Sino-Ocean Deyi Community, we learned that:
- At 21:37 on July 30, Chang Limin drove a BMW back to the community alone, and took the elevator upstairs from the underground garage, wearing a pink T-shirt and dark trousers;
- Take the elevator from the 1st floor to the 7th floor at 22:07 on July 30, wearing a black round neck and short sleeves, light-colored pants, and carrying a foldable umbrella;
- At 7:05 on July 31, Liu Tiegang took the elevator downstairs and left. He was wearing a gray short-sleeved T-shirt, black capri pants, and black leather shoes on his bare feet;
- At 7:17 on July 31, Liu Tiegang drove Chang Limin’s gray BMW Jing PPR719 to leave Sino-Ocean Deyi Community. After preliminary work, Liu Tiegang was found to be suspected of committing a major crime.
Situation of the suspect

The process of solving the case
After the incident, our team sent an investigation report to the whole city to arrest the suspect Liu Tiegang. At around 21:00 on July 31, 2012, the Renhe Police Station of the Shunyi Sub-bureau received a report from Yang Shurong, a member of the public, saying that a man was found lying on the ground in a vegetable field on the north side of No. 5 Yangjiajing, Renhe Town, Shunyi District. Suicide attempt. At about 23:00 on July 31, 2012, the suspect was sent to Tongren Hospital for emergency treatment.
After interrogation, the criminal suspect Liu Tiegang confessed that on the morning of July 31, 2012, at Chang Limin’s residence, he killed Chang Limin with an ashtray and a table knife due to conflicts and disputes, and then drove Chang Limin’s BMW car. Flee from the crime scene.
So far, the case has been solved.
