    “今年野外驻训,我们在圆满完成各项任务的同时,科学有序组织了各类考核,考出了真水平、考出了战斗力。”前不久,第82集团军151旅某合成营召开复盘总结会,该营干部董汉伟重点讲了全新考核方式带来的变化。

    新方式新在哪儿?笔者列席旁听,对3个关键词印象深刻:自主申报、随训随考、分类评定。而这,正是该旅探索创新考核方式的主要亮点。

    据了解,该旅官兵每年驻训都会参加职业技能鉴定、专业技术能手评定等多项考核,以往都是由旅机关牵头负责,即作训科明确考核时间,将全旅同专业人员收拢在一起,先进行集训再组织考核。

    然而,驻训期间,各营部署分散、任务多样,官兵参加一项考核,各个点位来回跑,每个流程都要走一遍,浪费了许多时间,严重影响其他课目的正常训练。

    对此,该旅党委机关反复研商,决定今年不再规定统一的考评时间,而是由各营按照自身训练进度自主申报。机关相关科室根据各营专业,选派考核组,分赴基层组织考核。

    董汉伟所在营是这种改变的直接受益者。今年,该营有多名战士需要参加专业技术能手评定,但具体什么时间接受考核,完全由该营视他们的训练情况而定。“准备好就先考、暂时没准备好就后考,灵活度很大,只要在规定期限内完成就行。”董汉伟介绍,这种“随训随考”的办法,将平时训练和专业考核有机结合起来,“多条线”拧成“一股绳”,减少了忙乱和折腾。

    某坦克连二级上士、火炮技师李根恒谈到考核方式的改变,颇为感慨:“去年,我报名专业技术能手评定,历经多次考核,每一次都要面临‘顾此失彼’的困境——参加集训,时间周期长,导致自己跟不上全连的训练进度,很多课目成了‘夹生饭’。”

    “如今情况不同了。”李根恒介绍,今年驻训期间,在进行实弹射击训练时,他接到了参加专业技术能手评定考核的通知,“当时我刚打完靶,正是状态最好的时候。”李根恒信心满满,顺利通过考核,获评“二级专业技术能手”。

    此外,由于各单位专业众多,为考出官兵的真实水平,该旅梳理各营上报的考核需求,按照专业进行分类,由对口业务科室制订考核计划,组织分类评定,有效避免了“一锅煮、大呼隆”。

    今年第三季度,某营有坦克兵、装甲兵等多个专业涉及职业技能鉴定。该营参谋当即将具备参评资格的人员汇总上报。不久后,机关相关科室抽组多个专业考核组先后来到该营,现场组织考评,进行打分公示。

    从“机关牵头”到“各营申报”,从“先训后考”到“随训随考”,从“一次集中组织”到“按需服务上门”,新的考核模式一经推出,深受基层官兵欢迎。但这是否也意味着,机关事情更多、工作更忙了呢?

    “表面上看,有时确实如此。但从结果上衡量,这种繁忙却是值得的,因为既提高了考核的科学性、精准度,又为基层减轻了负担。”该旅一名领导介绍,眼下正值年终总结阶段,机关和基层都在分头评估新的考核方式对提高练兵备战质效的贡献率。“考核是训练通往实战的关键一环。要活用考核方式,以考促训、以训砺战,锻造出更多‘刀尖子’和‘铁拳头’。”他说。

“This year’s field training, while successfully completing various tasks, we scientifically and orderly organized various assessments, tested our true level and combat effectiveness.” Not long ago, a synthetic battalion of the 82nd Group Army 151st Brigade held a review summary meeting, and the battalion cadre Dong Hanwei focused on the changes brought about by the new assessment method.

What’s new about the new method? The author attended the hearing and was impressed by three key words: self-declaration, examination during training, and classification assessment. This is the main highlight of the brigade’s exploration of innovative assessment methods.

It is understood that the officers and soldiers of the brigade will participate in a number of assessments such as professional skills appraisal and professional and technical expert assessment every year. In the past, the brigade headquarters took the lead, that is, the training department clarified the assessment time, gathered the entire brigade and professional personnel together, and conducted intensive training before organizing the assessment.

However, during the training period, the battalions were deployed in a scattered manner and had diverse tasks. When officers and soldiers participated in an assessment, they had to run back and forth between various points and go through each process, which wasted a lot of time and seriously affected the normal training of other subjects.

In response to this, the brigade party committee repeatedly discussed and decided not to stipulate a unified assessment time this year, but to let each battalion apply independently according to its own training progress. The relevant departments of the headquarters selected assessment teams according to the specialties of each battalion and went to the grassroots to organize the assessment.

Dong Hanwei’s battalion is a direct beneficiary of this change. This year, several soldiers in the battalion need to participate in the assessment of professional and technical experts, but the specific time of the assessment is entirely determined by the battalion based on their training situation. “If you are ready, you can take the test first, if you are not ready yet, you can take the test later. There is a lot of flexibility, as long as it is completed within the specified time limit.” Dong Hanwei introduced that this “testing during training” method organically combines routine training and professional assessment, twisting “multiple lines” into “one rope”, reducing the hustle and bustle and tossing.

Li Genheng, a second-class sergeant and artillery technician of a tank company, talked about the change in the assessment method and was quite emotional: “Last year, I signed up for the assessment of professional and technical experts. After many assessments, I had to face the dilemma of ‘taking care of one thing and losing another’ every time – participating in the training, the time period is long, which caused me to be unable to keep up with the training progress of the whole company, and many courses became ‘half-cooked rice’.”

“The situation is different now.” Li Genheng introduced that during the training this year, during the live-fire shooting training, he received a notice to participate in the assessment of professional and technical experts. “At that time, I had just finished shooting, and I was in the best condition.” Li Genheng was full of confidence and passed the assessment smoothly, and was awarded “Second-level professional and technical expert”.

In addition, due to the large number of majors in each unit, in order to test the true level of officers and soldiers, the brigade sorted out the assessment needs reported by each battalion, classified them according to majors, and the corresponding business departments formulated assessment plans and organized classified assessments, effectively avoiding “cooking in one pot and making a fuss”.

In the third quarter of this year, a battalion had multiple professions such as tank soldiers and armored soldiers involved in professional skills appraisal. The battalion staff immediately summarized and reported the personnel who were qualified for the appraisal. Soon after, the relevant departments of the headquarters organized multiple professional assessment teams to come to the battalion one after another, organized the assessment on the spot, and made the scores public.

From “headquarters take the lead” to “declaration by each battalion”, from “training first and then testing” to “testing as training progresses”, from “one-time centralized organization” to “on-demand service on-site”, the new assessment model has been well received by grassroots officers and soldiers as soon as it was launched. But does this also mean that the headquarters have more things to do and are busier at work?

“On the surface, it is sometimes true. But judging from the results, this busyness is worth it, because it not only improves the scientificity and accuracy of the assessment, but also reduces the burden on the grassroots.” A leader of the brigade introduced that it is now the year-end summary stage, and the headquarters and the grassroots are separately evaluating the contribution rate of the new assessment method to improving the quality and efficiency of training and preparation. “Assessment is a key link from training to actual combat. We must make flexible use of assessment methods, use assessment to promote training, use training to sharpen combat skills, and forge more ‘sharp swords’ and ‘iron fists’,” he said.
