东直门派出所关于东外大街15号楼王女士投诉的答复
2011年11月4日下午我所接分局转来投诉件电(2011)1587191号关于反映民警态度不好的问题来电。派出所主要领导高度重视，立即责成主管小区工作的副所长和东外大街小区民警对此事进行调查。经查：
2011年10月16日6时58分，我所接110报警称：在东外大街15号楼院内花园花盆被砸，请民警来处理。我所接警后立即派5401车组到现场，将砸花盆的中年男子口头传唤到派出所审查。
经审查，该男子叫陈捷（男，52岁，住东直门外大街15楼）因与朋友在外饮酒过多回来后人事不知。在自家楼下将放在花园内的花盆打碎，后该人一直在派出所等到醒酒。在这期间，派出所民警通知小区干部到东外大街15号与居民了解情况，并叫被砸坏花盆的居民到派出所说明情况。被砸坏花和花盆的事主接到小区干部的通知后，到当天下午18时也没有人愿意来派出所说明情况。由于法律时限已过，又没有旁证。最后只能放陈捷回家。派出所给该人制作笔录，陈捷也保证回去后向被砸花盆的邻居赔礼道歉，赔偿被砸坏花和花盆。
陈捷回到家中后，小区民警与小区干部又对陈捷做了大量工作。陈捷答应赔偿被砸坏花的居民。前一段时间由于陈捷生病，陈捷不在家中。小区民警与该人联系不上。一直到2011年11月3日上午，小区民警到该人家中找到陈捷。民警与陈捷商量在11月4日下午14时30分，由陈捷与被砸坏花以及花盆的居民到小区居委会双方协商解决办法。
2011年11月4日14时30分，陈捷准时来到居委会。在小区民警、小区副书记、小区副主任的监督下，陈捷与要求赔偿的王女士的父亲王继德以及其他2户居民达成了赔偿协议。双方达成谅解。最后，王女士的父亲王继德以及另外2户居民感谢民警所做的工作。
对于信中王女士所说的此地区治安状况不好的说法不符合实际。东外大街15号楼共有5个楼门，1、2、3门在楼房东侧一个院里，4、5门在西侧一个院，2院是隔开的。院内居民邻里处的非常和睦，从未发生过矛盾，也从未发生过治安和刑事的案件。此次陈捷砸坏花和花盆纯属偶然事件。因王女士并未在此地居住。她打电话给小区民警，质询砸花事件的原委，也是在没有详细、全面了解情况后，只是听她在此地居住的父亲王继德简单叙述后的冲动行为。在这种情况下，小区民警为了不与小区居民发生争吵，只能将电话先行挂断。事后小区民警再次与王女士联系时，王女士已经离开他父亲的家中。
经核实，民警在处理此次事件中，并没有来信中提到的态度恶劣的问题。2011年11月5日，经电话联系反映人王女士，民警将此事的工作情况及时进行了回馈，王女士对此表示满意。

After Chen Jie returned home, the community police and community cadres did a lot of work on Chen Jie. Chen Jie promised to compensate the residents whose flowers were smashed. Some time ago, due to Chen Jie’s illness, Chen Jie was not at home. The district police could not contact the person. Until the morning of November 3, 2011, the community police went to the man’s home and found Chen Jie. At 14:30 on November 4, 2011, Chen Jie came to the neighborhood committee on time. Ms. Wang’s statement in the letter that the public security situation in this area is not good is not true. Building No. 15 of Dongwai Street has 5 gates in total. Gates 1, 2, and 3 are located in a courtyard on the east side of the building, and Gates 4 and 5 are located in a courtyard on the west side of the building. The 2 courtyards are separated. Residents in the hospital live in harmony with their neighbors. There have never been any conflicts, nor have there been any public security or criminal cases. It was purely accidental that Chen Jie smashed the flowers and flower pots this time. Because Ms. Wang did not live here. She called the community police to inquire about the cause of the flower smashing incident. It was also impulsive behavior after listening to her father Wang Jide, who lives here, after a brief account without a detailed and comprehensive understanding of the situation. In this case, in order not to quarrel with the residents of the community, the community police had to hang up the phone first. When the community police contacted Ms. Wang again afterwards, Ms. Wang had already left his father’s home.
