胡锦涛说,中菲建交36年来,两国关系不断向前发展,取得了丰富成果。菲律宾政府坚持奉行一个中国政策,在台湾等问题上给予中方宝贵支持,我们对此表示赞赏。中方高度重视对菲关系,不断巩固和发展中菲战略性合作关系是中国政府的既定政策。
阿基诺说,菲方高度重视发展对华关系,把菲中关系视为最重要的双边关系之一,愿意进一步发展双边关系,加深两国人民几个世纪以来结下的深厚友谊。
胡锦涛表示,中方愿同菲方共同努力:
(一)着眼长远,确保中菲关系健康稳定发展。双方要进一步落实好2005年两国领导人就建立中菲致力于和平与发展的战略性合作关系达成的重要政治共识和《中菲战略性合作共同行动计划》,推动中菲关系全面深入向前发展。
(二)深挖潜力,开拓两国经贸合作新局面。双方要加强贸易、基础设施、农业、水利、新能源、可再生能源、金融等领域合作,实施好有关合作项目,优化贸易结构,拓展贸易规模,推动互联互通建设,争取如期实现两国年贸易额新目标。

(五)开放包容,推动区域合作协调发展。中方愿以中国-东盟建立对话关系20周年和实施中国-东盟第二份五年行动计划为契机,继续推进双方在经济金融、互联互通、可持续发展、社会人文等领域的交流合作,为维护东亚和平稳定、促进共同发展发挥建设性作用。
阿基诺完全赞同胡锦涛关于进一步发展两国关系的重要意见。他表示,双方达成的《菲中战略性合作共同行动计划》对于推动双边关系发展具有重要指导意义。经贸关系是两国关系的重要组成部分,双方签署的《菲中经贸合作五年发展规划》必将为推动两国经贸合作发展发挥重要作用。双方要促进相互投资,努力实现双边贸易发展目标,加强基础设施、旅游等领域合作,扩大两国人民友好交往,加深人民之间相互了解。菲方感谢中方为菲经济社会发展提供无私援助,欢迎中国企业积极参与菲经济发展和国家建设。菲方愿同中方一道,加强各领域务实合作,共同推进菲中致力于和平与发展的战略性合作关系。
胡锦涛说,中国在南海问题上的立场和主张是一贯的、明确的。中方一贯主张南海争议应当由当事国双方通过协商谈判和平加以解决。在争议解决前,有关国家可搁置争议,积极探讨在相关海域的共同开发,这符合有关国家的共同利益。中方愿同包括菲律宾在内的东盟国家一道,积极落实《南海各方行为宣言》,共同把南海建设成为和平之海、友谊之海、合作之海。
