北京站派出所6月份信访投诉情况
分局信访：
2011年6月16日，北京站派出所接到分局信访转来的关于杨伟东的信访件：市民反映，其被警号为020683的警察打了，拨打110投诉也无人解决，通话过程中由警号为021556的于警察接听，于警察告知市民是被一位醉酒人打了，现在打人的人已经被带到派出所，打市民的警察是在劝架时不慎把市民推倒了。于警察已经把事情上报给领导，正在等待处理。
接到该信访信息后派出所领导班子高度重视，向当日值班所长和办案民警了解情况，向将情况汇报如下：
经调查：2011年6月9日19时40分，北京站派出所巡逻民警于文奇（警号021556）、宫敬存（警号020683）接所内指挥室布警：有群众拨打110报警称在北京站西街加油站附近胡同被打伤。民警于文奇、宫敬存所在6802车组接警后迅速到达现场，现场看到一身材较壮男子满嘴酒气称是他打的110报警电话，因为他刚才被人打伤，该男子称知道打他的人住在哪里，民警要求前去指认，在前去途中，一腿部残疾男子突然出现并大叫称要打110报警，同时快步冲上前指着较壮男子大骂。民警正欲将双方分开时，腿部残疾男子被对方一拳打在脸上后倒地，民警及时将打人男子控制后带回派出所。
经审查，信访人杨伟东，男，汉族，1976年出生，户籍地：黑龙江省哈尔滨市南岗区，身份证号码：.
醉酒较壮男子，罗建远，男，汉族，1964年出生，户籍地：黑龙江省哈尔滨市道外区，身份证号码：.
6月9日民警在处理二人打架一事过程当中，信访人杨伟东在现场故意倒地不起，救护车到现场后他也不去医院，始终为难民警办案，直当日晚七时至次日凌晨三时才将此事解决完毕。
在整件事情的处理过程中，民警于文奇、宫敬存，及时出警，按要求利用现场执法记录仪摄制现场发生情况，不存在信访人所言打人一事，并严格按照执法程序在纠纷双方现场调解无效的前提下及时将情况报告值班领导后将其带回派出所继续处理。
信访人杨伟东所说与事实不符，另有现场摄录像像数据、当事人罗建远笔录、现场证人杜德伟笔录为证。

On June 9, when the police were dealing with the fight between the two, the petitioner Yang Weidong deliberately fell to the ground at the scene, and he did not go to the hospital after the ambulance arrived. The matter was resolved at three o’clock.
During the handling of the whole incident, the policemen Yu Wenqi and Gong Jingcun dispatched the police in time, and used the on-site law enforcement recorder to record the situation on the scene as required. On the premise that the on-site mediation between the two parties was invalid, the situation was reported to the leader on duty in a timely manner, and then he was taken back to the police station for further processing.
What the petitioner Yang Weidong said was inconsistent with the facts, and there are other on-site video data, the transcripts of the party concerned Luo Jianyuan, and the transcripts of the witness Du Dewei as evidence.
