北京站派出所关于张爱生信访投诉的回复

2011年7月8日，北京站派出所接分局信访转来的张爱生的投诉件，反映被长春驻京办7-8人打伤，北京站派出所不办案，要求公正处理。

接到该投诉件后，北京站派出所领导高度重视，值班所长范卫东立即向民警了解有关情况，现汇报如下：

一、投诉人情况

张爱生，男，51岁，汉族，1960年出生，户籍地：吉林省长春市宽城区，身份证：,工作单位：长春市鼎变压四厂，电话：15943028617.

二、调查情况

2011年7月1日晚8时许，北京站派出所6802巡逻车组接指挥室布警：张爱生报在北京火车站西103车站被人绑架。民警王凯旋、尹永成接警后立即赶往现场，系吉林长春驻京办工作人员来接当地上访人张爱生，属于正常接访，现场无绑架情况。7月2日上午9时许，张爱生来到北京站派出所称被打，民警受理、询问，未发现有被打情况。民警立即联系当地驻京办接访人员（吉林省长春市人民政府驻北京联络处，徐主任，电话：13436704889），当地驻京办工作人员称未对其有打的行为，并要求告知张爱生回吉林长春当地解决问题。正当民警联系之时，发现张爱生已经自行离开派出所。

三、调查结论

北京站派出所民警在处理此事过程中做到迅速出警，认真了解现场无绑架警情后才离开现场，后第二天在投诉人来到派出所后积极及时与当地驻京办人员了解情况，查证打人情况是否属实，民警正在联系之中时投诉人张爱生已经自行离开。所以北京站派出所民警无不办案、不作为情况。

1. Situation of the complainant

2. Investigation
   At 8:00 p.m. on July 1, 2011, the 6802 patrol car unit of the Beijing Railway Station police station was dispatched to the command room: Zhang Aisheng was kidnapped at the West 103 Station of the Beijing Railway Station. Policemen Wang Kaixuan and Yin Yongcheng rushed to the scene immediately after receiving the police. They were staff from the Jilin Changchun Beijing Office to pick up local petitioner Zhang Aisheng. This was a normal visit and there was no kidnapping at the scene. At around 9:00 am on July 2, Zhang Aisheng came to the Beijing Railway Station Police Station and claimed that he had been beaten. 3. Survey conclusion
   The police from the Beijing Railway Station police station dispatched the police quickly during the process of handling the matter, and left the scene after earnestly understanding that there was no kidnapping at the scene.
