北京站派出所关于杨桂荣信访的情况答复

2011年7月29日,北京站派出所接到分局转来的,事主杨桂荣反映:“在北京站邮局邮递信件时,背包被人拿走,派出所到现场后帮助其找回后,发现少了70元钱和一张光盘”的信访件(京公办信(访)字387789号)。接到投诉件后,派出所领导班子极为重视,所长吉喆、政委陈贺清亲自了解相关情况,布置工作,现答复如下:
因信访人所称事件具体情况不详,2011年7月29日19时许,派出所与信访人所留电话13691432984进行了联系。信访人自称:杨桂荣 (女 , 47岁 ,汉族,居民身份证号码 :,户籍地址:吉林省扶余县三岔河镇道西街三委8组 ,在京无固定居所,现暂住永外车站路附近,无固定职业)。该人自称:2010年2月23 日左右具体时间记不太清,在北京站邮局背包被一盲流拿走,后报警,民警到场,帮助其找回背包,但是包内70元钱和一张内容为“其侄女被人拐卖”的光盘丢失。在交谈中,该人称“自己从2006年起一直在北京上访,最高法已经立案受理”等等,言语中该人思维混乱,表述含糊。
经查阅我派出所出警记录,2010年2月23日并无此警情记录。
派出所在电话中答复该人“因相隔时间较远,希望事主有时间,来派出所详细面谈,了解有关情况”。该人答复“我每个月向市局放一封信就走”。后挂断电话。
派出所经对该人身份证号码进行核查,2009年1月22日9时许,该人因携带上访材料,曾被天安门分局留置审查。
综上所述,该人为一长期上访人员,精神可能存在问题,在京详细情况不明。该人所反映派出所出警问题均属不实,全部查否,特此汇报。

The person claimed that around February 23, 2010, his backpack was taken away by a blind streamer at the post office in Beijing Railway Station, and he called the police. The disc with the content of “his niece was trafficked” was lost. During the conversation, the person said, “I have been petitioning in Beijing since 2006, and the Supreme Court has filed and accepted the case,” etc. In his speech, the person’s thinking was confused and his expression was vague.
After reviewing the police records of our police station, there was no such police record on February 23, 2010.
The police station replied to the person on the phone, “Because the time is far away, I hope the victim has time to come to the police station for a detailed interview and learn about the situation.” The person replied, “I will send a letter to the Municipal Bureau every month and leave.” Then hang up the phone.
The police station checked the person’s ID number, and at about 9 o’clock on January 22, 2009, the person was detained by the Tiananmen branch for review because he was carrying petition materials.
To sum up, this person is a long-term petitioner, and may have mental problems, and the details of his stay in Beijing are unknown. The report of the person about the police dispatch from the police station is all untrue, all of which have been checked and rejected, and hereby report.
