民航总局杨元元局长陪同建设部部长汪光焘视察首都机场扩建工程
编者注：汪光焘是王岐山的安徽老乡，王岐山老丈人姚依林和老婆姚明珊是安徽池州市贵池区人，汪光焘是安徽黄山市休宁县人。安徽池州市贵池区距离安徽黄山市休宁县220公里，汪光焘和王岐山在奥运工程中共同贪污腐败。两个北京市副市长刘志华和陈刚都已经因为腐败落马，都是王岐山的下属。

2007年6月14日上午，建设部部长汪光焘和副部长黄卫在民航总局局长杨元元陪同下视察了首都机场公务机楼及3号航站楼建设工地。
在听取了首都机场扩建工程指挥部的汇报并进行实地调研之后，汪光焘部长说，首都机场的发展是中国民航事业发展的缩影，也是中国经济社会发展的缩影。他概括了首都机场建设的三个特点：一是项目立项经过充分论证，决策科学。二是扩建工程体现了建设的理念创新和时代特点，突出在人性化功能，旅客交通方便和节能环保上。三是在建设实施过程中，表现了组织有序，优质高效，主要是工期短、进度快、质量好、投资省，管理人员少。
他还提出四点要求：
一是要总结首都机场及其他机场建设设计经验，培养中国民航的一流设计队伍；
二是在技术创新实施过程中，培养一批掌握核心技术，拥有高质量、高标准、高效益建设水平的施工企业；
三是希望扩建指挥部和各施工、设计、监理单位全力进行工程建设的调试、调配工作，确保工期和质量。
四是希望骨干施工队伍和骨干组织单位，努力培养一批具有较强组织能力和拥有扎实专业知识的专门人才和综合型人才，努力培养出一支优秀的中国建造师队伍。
汪光焘部长表示，建设部非常重视奥运工程建设，首都机场作为国家重点建设的奥运配套项目，工程量大、工期紧迫，建设部将以此次调研为契机，一如既往支持首都机场建设工作。
杨元元局长表示，首都机场扩建工程得到了党中央、国务院、有关部委和北京市领导（编者注：王岐山当时为北京市长）的高度重视和大力支持，倾注了所有参建人员的大量心血。他要求扩建工程指挥部必须保证十月底启用第三条跑道，3号航站楼年底竣工，2008年2月底启用。他同时希望施工单位以建设部领导的鼓励为动力，圆满完成首都机场扩建工程建设任务。
首都机场集团公司副总经理、扩建工程指挥部总指挥陈国兴就扩建工程总体概况、工程特色、运行流程等情况向汪光焘部长作了详细汇报。并表示：指挥部将和施工、设计、监理单位一起，一如既往坚决落实2007年阶段目标，将首都机场3号航站楼工程做成精品工程。
建设部和民航总局有关司局领导、北京市建委有关负责人、首都机场集团公司领导陪同视察。

On the morning of June 14, 2007, Minister of Construction Wang Guangtao and Vice Minister Huang Wei, accompanied by Director of the Civil Aviation Administration of China Yang Yuanyuan, inspected the construction site of the Capital Airport Business Terminal Building and Terminal 3.
After listening to the report from the Capital Airport Expansion Project Headquarters and conducting on-site investigation, Minister Wang Guangtao said that the development of Capital Airport is the epitome of the development of China’s civil aviation industry and the epitome of China’s economic and social development. He summarized the three characteristics of the Capital Airport construction: First, the project establishment has been fully demonstrated and the decision-making is scientific. Second, the expansion project reflects the conceptual innovation and characteristics of the times in construction, highlighting humanized functions, convenient passenger transportation, energy conservation and environmental protection. Third, during the construction implementation process, it showed orderly organization, high quality and efficiency, mainly due to short construction period, fast progress, good quality, low investment and few management personnel.
He also made four demands:
First, it is necessary to summarize the construction and design experience of the Capital Airport and other airports and cultivate a first-class design team for China’s civil aviation;
The second is to cultivate a group of construction companies that master core technologies and have high-quality, high-standard, and high-efficiency construction levels during the implementation of technological innovation;
Third, we hope that the expansion headquarters and all construction, design, and supervision units will make every effort to debug and deploy the project construction to ensure the construction schedule and quality.
Fourth, we hope that the backbone construction team and backbone organizational units will strive to cultivate a group of specialized talents and comprehensive talents with strong organizational capabilities and solid professional knowledge, and strive to cultivate an excellent team of Chinese construction engineers.
Minister Wang Guangtao said that the Ministry of Construction attaches great importance to the construction of Olympic projects. As a key national Olympic support project, the Capital Airport has a large amount of work and a tight construction period. The Ministry of Construction will take this survey as an opportunity to continue to support the construction of the Capital Airport.
Director Yang Yuanyuan said that the Capital Airport expansion project has received great attention and strong support from the Party Central Committee, the State Council, relevant ministries and commissions, and Beijing leaders (Editor’s note: Wang Qishan was the mayor of Beijing at the time), and has devoted a lot of efforts to all those involved in the construction. He demanded that the expansion project headquarters ensure that the third runway will be put into use by the end of October, and that Terminal 3 will be completed by the end of the year and put into use by the end of February 2008. He also hoped that the construction unit would take the encouragement from the leaders of the Ministry of Construction as motivation to successfully complete the construction tasks of the Capital Airport expansion project.
Chen Guoxing, deputy general manager of the Capital Airport Group Corporation and commander-in-chief of the expansion project headquarters, made a detailed report to Minister Wang Guangtao on the overall overview of the expansion project, project features, and operating procedures. He also said: The headquarters will work with the construction, design, and supervision units to resolutely implement the 2007 stage goals as always and make the Capital Airport Terminal 3 project a high-quality project.
Leaders of relevant departments and bureaus of the Ministry of Construction and the Civil Aviation Administration of China, relevant leaders of the Beijing Municipal Construction Committee, and leaders of the Capital Airport Group Company accompanied the inspection.
