北京市公安局东城分局申请处置黄晓奇信访案件维稳经费的请示
区委政法委：
2011年10月，市公安局信访处将中央政法委挂账督办的黄晓奇信访案件转交东城公安分局，要求年底前结办。信访案件反映主要内容是：2009年9月28日，黄晓奇（男，30岁，河南省襄城县人，燕鸿吉运大馅饺子馆厨师）因琐事被同事张立国（男，34岁，河南省驻马店市人）持菜刀砍伤头部，造成重伤。黄晓奇要求公安机关抓获罪犯，赔偿经济损失。
经分局工作，核实信访案件反映具体情况是：2009年9月28日0时20分许，在燕鸿吉运大馅饺子馆 （东城区船板胡同26号）门口，黄晓奇因琐事被同为厨师的张立国持菜刀砍伤头部，案发后张立国逃跑。经市公安局物证鉴定所鉴定，黄晓奇伤情为重伤，东城公安分局以故意伤害案立案侦查。
同年10月9日，经中国移动公司北京分公司查询，犯罪嫌疑人张立国手机在案发当天后便一直没有使用过。
2009年11月4日，东城公安分局将张立国上网追逃，并及时与张立国户籍地派出所（河南省驻马店市驿城区香山派出所）所长崔岭取得电话联系，通报案情，请求协助抓捕张立国。
2010年1月10日，东城公安分局侦查员赴河南省驻马店市驿城区香山乡孙店村委孙店抓获张立国未果。2010年3月4日、4月3日、4月30日，东城公安分局侦查员分别与驿城公安局刑警大队、香山派出所取得联系称：张立国没有回家。
2011年8月，公安部开展全国清网行动后，分局再次派侦查员前往河南省驻马店市抓捕张立国，相关社区民警、协警以及村主任均称在案发后未见过张立国，并愿意配合北京警方抓捕张立国。侦查员并与张立国父母谈话，讲明目前的政策。其父母称张立国已3、4年未回家，目前去向不明，并表示愿意配合公安机关，如果联系到张立国劝其自首。
2011年12月7日，侦查员第三次到张立国原籍，分别与社区民警、治安员、村主任等取得联系，均未发现张立国。
为了落实中央政法委涉法涉诉督办件，2011年12月25日，侦查员做黄晓奇疏导稳控工作时，黄晓奇称：看病花费医疗费4万多元人民币及护工费、出院后药费约4千元人民币，为此欠下大量债务，目前不能工作，现家庭生活十分困难，希望政府能给予补助。经东城公安分局研究决定，先行垫付5万元作为经济补助。2012年1月31日，黄晓奇写下保证书，表示感谢政府的关心和照顾，不再上访。现此案中政委已结案，特申请区委政法委协调出资5万元人民币。

The main content of the complaint case is: On September 28, 2009, Huang Xiaoqi (male, 30 years old, from Xiangcheng County, Henan Province, chef of Yanhong Jiyun Big Stuffed Dumpling Restaurant) was arrested by his colleague Zhang Liguo (male, 34 years old, Henan Province) for trivial matters. A resident of Zhumadian City in the province) slashed his head with a kitchen knife, causing serious injuries. Huang Xiaoqi asked the public security organs to arrest the criminals and compensate for economic losses.

On October 9 of the same year, according to inquiries from the Beijing Branch of China Mobile, the criminal suspect Zhang Liguo had not used his mobile phone since the day of the incident.
On November 4, 2009, the Dongcheng Public Security Bureau chased Zhang Liguo online, and promptly contacted Cui Ling, director of the police station where Zhang Liguo was registered (Xiangshan Police Station, Yicheng District, Zhumadian City, Henan Province) by phone, notified the case, and asked for assistance in arresting Zhang Liguo.
On January 10, 2010, investigators from the Dongcheng Public Security Bureau went to Sundian, Sundian Village Committee, Xiangshan Township, Yicheng District, Zhumadian City, Henan Province, to arrest Zhang Liguo but failed. On March 4, April 3, and April 30, 2010, investigators from the Dongcheng Public Security Bureau contacted the Criminal Police Brigade of the Yicheng Public Security Bureau and the Xiangshan Police Station, saying that Zhang Liguo had not returned home.
In August 2011, after the Ministry of Public Security launched a nationwide net-clearing operation, the sub-bureau sent investigators to Zhumadian City, Henan Province to arrest Zhang Liguo again. The relevant community police, co-police officers and village directors all said that they had not seen Zhang Liguo after the incident and were willing to Cooperate with Beijing police to arrest Zhang Liguo. The investigators also talked with Zhang Liguo’s parents, explaining the current policy. His parents said that Zhang Liguo had not returned home for 3 or 4 years, and his current whereabouts were unknown. They also expressed their willingness to cooperate with the public security organs and persuade Zhang Liguo to surrender if contacted.
On December 7, 2011, the investigators went to Zhang Liguo’s hometown for the third time, and contacted the community police, security officers, village director, etc., but Zhang Liguo was not found.
In order to implement the Central Political and Legal Committee’s law-related and lawsuit-related supervision document, on December 25, 2011, when the investigators were doing Huang Xiaoqi’s guidance and stability control work, Huang Xiaoqi said: the cost of medical expenses of more than 40,000 yuan for medical treatment and nursing fees, and about 100,000 yuan for medicine after discharge 4,000 RMB. I owe a lot of debts for this. I can’t work now. My family life is very difficult now. I hope the government can provide subsidies. After research and decision by the Dongcheng Public Security Bureau, an advance payment of 50,000 yuan was made as an economic subsidy. On January 31, 2012, Huang Xiaoqi wrote a letter of guarantee, expressing his gratitude to the government for its concern and care, and would no longer appeal. Now that the political commissar in this case has closed the case, we specially apply for a coordinated contribution of RMB 50,000 from the political and legal committee of the district party committee.
