关于企业现状的专题请示

广西建工集团有限责任公司:

三季度以来，在集团公司关心和支持下，公司全面贯彻落实集
团公司三季度工作会议精神，千方百计稳发展、拼经营、抢生产、
保刚兑、防风险、强管理。但公司经济运行未能扭转被动局面，特
别是资金状况持续恶化, 处于整体崩盘的边缘。受资金链断裂影响，
经营接近全面停标，生产面应全面停滞，银行刚兑随时可能暴雷，
拖欠农民工和员工工资矛盾十分突出等等。企业生存发展经受前所
未有严峻考验，恳请集团公司给予帮助支持，现将目前公司困难状
况报告如下:

一、资金流动性缺口巨大

五建公司目前项目在拜特系统上可使用余额21亿元，加上分
账制前挪用的10亿元，项目的可使用余额累计为31亿元。而目前
公司实际可支配的资金仅不足1000万元。截止目前，五建公司走
完付款流程等待支付的项目款项为7.8亿元。

二、两级总部亏损严重

2023年上半年公司和分公司两级总部共亏损1.4亿元，按照
目前的预测，下半年预计亏损1.7亿元，全年两级总部预计亏损
3.1亿元。今年截止2023年7月底，公司发生的薪酬总额为
20829.73万元，对比去年同期减少13556万元，降幅为39.42%;
两级总部人员费用8140.17万元,对比去年同期下降9706.11万元，
降幅为54.39% 。

三、到期融资贷款无力偿还

五建公司对外融资（包括围墙外公司）50.6亿元〈不包括集
团内部借款)，其中银行机构融资42亿元，非银行金融机构8.6亿
元。目前至年底需到偿还的融资款项接近20亿元〈其中9月不全
集团内部借款的就超过8亿元)。欠非银行金融机构的8.6亿元(国
宏等) 均属于到期归还挟无法续贷的款项。由于收款萎缩、资金短
缺，导致无法续货的款项无力偿还，甚至可以续贷的款项世无法分
期倒贷。
另外，北部湾银行汇票1.14亿元将于8月30日到期，原计划
申请柳州市财政局支付柳州市民中心项目款项4000万元，分3期
归还并旦续贷，但目前柳州市财政局回复明确表示无法支持。

四、施工生产面临全线停摆

公司在建项目共有310个，剩余合同额105.31亿元。其中在
建项目要求今年内完工交付的有125个〈载至7月，已有55个项
昌工期延误，12个项目已停工，29个项目已完工)，重大民生项目
30个。目前需支付工程款且已走完流程的7.8亿元，支付系统中
工程回款可用余额约9.3亿元(不含冻结资金)。据统计，因公司
资金支付受影响的可正常回款项目235个，其中正常在建项目113
个; 缓建项目27个;完工未竣工项目51个;停工项目39个，可
能解除台同项目5个，由了历史原因导致生产资金被占用,项目建
设无法推进，合同履约风险大。

五、项目承接无法正常投标

截止7月末,公司累计欠缴社保医保共980万元，其中社保
530万元 (1个月)，欠缴医保450万元 (2个月)。8月将新增社保
医保款项750万元(其中，社保550万元、医保200万元)。由于
欠缴社保，若8月底无法足额按时缴纳，将导致公司在区内外全部
无法投标，经营将全面停滞。

六、拖欠员工工资情况严重

截止目前，公司历年以来累计拖欠员工薪酬2.08亿元。其中
欠薪总金额1.76亿元(两级总部0.45亿元，项目1.31亿元)。已
提单未支付615笔，累计金额3472万元，累计欠缴公积金4950万
元(单位+个人)。延迟发放工资5个月以上的项目380个，累计欠
薪金额7930万元。据统计，公司目前共离职671人，其中业务骨干
主要有财务32人、法务8人、商务79人。目前公司欠薪仲裁案件
73起，涉及金额923万元（其中因欠薪未及时支付导致增加补偿
金约200万元)。

今年5月份以来，公司工会陆续收到有关职工欠薪的信访件6
件，其中以项目名义诉求发放工资的3件，以项目一线管理人员个
人名义联名诉求发放工资的1件,以分公司职工名义联名诉求发放
工资的2件。信访涉及到欠薪职工共126名，欠薪金额共974.256
万元。因7月社保欠缴，已有9人退休材料人社部门不予以受理，
7 月公司终止合同的180人若不及时补缴将无法正常申领失业金;
由于医保连续补缴超过3个月，导致23名女职工的生育医疗费及
津贴无法报销，约有43万元的费用需公司额外承担。

七、拖欠农民工工资数额庞大

截止2023年8月，根据大数据系统显示，公司有劳务费16.76
亿元需支付，其中，资金已回且已走完流程提单有4692万元，暂
无资金回款的急需支付有4651万元; 已协商8月需支付约2400万
元。在建项目欠付5.87亿元，完工项目欠付9.06亿元，停缓建项
目欠付1.83亿元。今年以来，因劳务则拖欠问题导致投诉频发，
其中投诉到劳监等政府主管部门累计90起,涉及金额约6000万元，
涉及人数1500多人。公司负面舆情频发，维稳工作十分严峻。

八、亏损治理推进未达预期

今年累计已完成治亏指标25193.53万元，年度指标完成率
36%。其中, 累计追回现金及资产7267.63万元, 诉讼减损16920.86
万元，谈判减损1005.043万元。推进刑事追责方面，目前公安机
关已立案在办案件5件、5人，另在报请争取立案5件、5人。公
司还与地方监委密切沟通, 积极推动相关人员自查自纠、退赔退脏。
推进民事诉讼追责挽损方面，目前已诉48件; 起诉业主31件、金
额86511.84万元，已诉亏损项目相关责任人12人、金额6818.73
万元，已诉分包商2件、金额1669.51万元，已诉供应商3件、金
额683.45万元，已诉其他诉讼2起、金额697.06万元。正在计划
起诉21件，计划起诉业主11件、金额18071.58万元，计划起诉
气损项目相关责任人9人、金额486.06万元，计划其他诉讼1起、
金额2200万元，目前公司已对亏损项目责任人全面起诉追责。

因公司资金紧张，截止目前主诉案件诉讼费、鉴定费、律师费
累计约400万元难以按时支付, 严重影响了诉讼治亏清收工作的高
效推进。

九、诉讼案件居高不下

2023年共计新发生案件899件，标的额24.74亿元，其中作
为原告48件，标的额9.79亿元，作为被告851件，标的额14.95
亿元。通过诉讼清收回款2.04 亿元，减少损失8.19 亿元。截止8
月18日实际冻结资金4.23亿元,，预冻结3.94亿元。截止2023年
7月30日，全公司尚有未结诉讼案件1525件。其中，作为原告未
结案件188件，诉讼标的共计47.95亿元，其中正在诉讼中77件，
诉讼标的18.51亿元，已确定债权111件，未收回金额29.44亿元。
作为被告未结案件1337件，诉讼标的共计30.09亿元。正在诉讼
中872件，标的23.69亿元（1000万元以上重大被诉案件48件，
标的17.01亿元，作为第三人不承担责任的案件3.08亿元），生效
待履行案件465件，需履行标的6.4亿元。

针对以上突出问题及困难，公司上下同心协力，沉着应对，攻
坚克难，全力以赴抓清收回款，抓亏损项目治理，拓经营、保生产，
积极拓宽融资渠道，多方筹措资金，大力开源节流降费，近期将尽
快实施机构改革、人员优化及减薪降费方案，全员过紧日子苦日子，
确保有限资金用在刀刃上。公司月底拟筹集资金发放员工一个月工
资，以稳住人心、保住骨干，避免发生重大群体性事件和负面舆情。

综上，**目前已无法正常运营,近年来公司总体清收效

果不理想, 尤其柳州、等重点区域短时间无法取得突破。为此，
一方面公司继续加大清收力度，积极主动自救，另一方面拟紧急处
置出售部分自有资产以解燃眉之急（资产变现处置另行请示）; 同
时恳请集团对公司目前困难状况给与专项应急资金支持，帮助公司
应对困难挑战、渡过难关。
