为检验各地实战训练质量,省厅定于8月份组织一次分片巡回考核。现将有关事项通知如下:

一、组织领导

省厅政治部副主任兼教育训练处处长赵文海牵头负责,采取“省厅组织,各市参与,交叉互考”方式进行,下设三个考核组。

第一考核组,组长:厅政治部副主任兼教育训练处处长赵文海,成员:厅政治部教育训练处主任科员张玉,石家庄机械化步兵学院教官陈伟,承德、张家口、廊坊、保定市公安局政治部教育训练处副处长。负责考核南片石家庄、衡水、邢台、邯郸市公安局。

第二考核组,组长:厅反恐总队副总队长李瑞增,成员:省公安警察职业学院警体部副主任王二利,厅高速交警总队主任科员刘勇军,石家庄、衡水、邢台、邯郸市公安局政治部教育训练处副处长。负责考核东片秦皇岛、唐山、沧州、冀中公安局。

第三考核组,组长:厅政治部教育训练处副调研员陈建伟 ,成员:厅高速交警总队副主任科员马广华,冀中公安局警官培训中心教官温 烨,秦皇岛、唐山、沧州、冀中公安局政治部教育训练处副处长。负责考核北片承德、张家口、廊坊、保定市公安局。

二、考核对象

(一)各市级公安机关;

(二)每个市级公安机关的两个县级公安机关。其中,“实战训练年”活动县级示范单位:石家庄栾城县公安局、承德市公安局双桥分局、张家口万全县公安局、秦皇岛市公安局山海关分局、唐山市公安局路南分局、廊坊霸州市公安局、保定顺平县公安局、沧州市公安局渤海新区分局、衡水市公安局经济开发区分局、邢台宁晋县公安局、邯郸临漳县公安局、冀中公安局瀛州分局必考,再抽签确定一个县级公安机关。

三、考核内容及方法

(一)市级公安机关

1、处置群体性事件室内战术作业。受考单位按照省厅应急处突指挥员培训室内战术作业训练模式,成立作业指导组,以本地多发群体性事件警情为作业背景,以本地真实地点、本单位实际警力编成、装备配备为作业条件,编写处置群体性事件室内战术作业想定,设置作业场地,组织实施作业。局长(或常务副局长)组织局党委班子成员及部分警种部门领导按照实际职务身份进入情况,展开作业。局党委班子成员参考率不得低于在位人数的80%,警种部门领导参加人数自定,作业时间约1小时。

各单位处置群体性事件室内战术作业想定于7月25日前报省厅政治部教育训练处。

2、防卫控制二十招。受考单位以省厅第四期警务实战教官培训班统一动作为标准,自定30名正式民警分为15对参加考核,每个动作逐对作业一遍。

(二)县级公安机关

1、1000米(女子800米)跑。受考单位自定50名正式民警参加考核,其中局党委班子成员不少于5人、所队长不少于5人。按年龄分组考核。

2、25米手枪精度射击。受考单位自定30名正式民警参加考核,其中局党委班子成员不少于5人、所队长不少于5人。分组实施。

3、警械使用。⑴伸缩警棍使用;⑵手铐使用。受考单位自定20名正式民警参加考核,其中所队长不少于5人。逐个作业一遍。

4、车辆查控战术。受考单位自定应急处突力量1个行动小组(不少于10人)参加考核。受考单位自行设置情况显示员,以情况诱导、对抗演练的方法进行,10分钟内完成作业。

5、室内搜捕战术(考察课目,不计分)。20分钟内完成作业,其它要求同车辆查控战术课目。

四、名次评定

三个片区分别按单项团体和全项团体成绩排名。每个课目个人成绩累加为单位单项团体成绩;单位单项团体成绩按统一标准换算为相应分值后累加为单位全项团体成绩。

五、考核时间

8月上、中旬进行,每地1至2天,各地具体考核时间提前2天预告。

六、有关保障

考核人员名册、成绩登计统计表格、场地设置、装备器材、组织实施等均由受考单位负责。

七、要求

(一)高度重视,加强领导。开展实战训练巡考是省厅“实战训练年”活动的一个重要动作,既是检验各地训练质量,评估训练成果的有效手段,也是贯彻以考促训原则,推动“实战训练年”活动深入发展的重要举措。各级公安机关要进一步提高思想认识,加强组织领导,精心筹划准备,严密组织实施,确保考核取得实效。

(二)严格要求,严肃纪律。受考单位必须严格按照考核规定确定受考人员、设置考核场地、组织实施作业,不得以任何理由讲条件、打折扣、搞变通。凡要求正式民警参加的课目,受考人员必须携带警官证、身份证。凡在考核中弄虚作假、违规作弊者,一经发现,取消其考核成绩,并视情通报批评。

(三)周密组织,确保安全。此次考核,正值暑期安保和十八大安保关键时期,时间节点非常敏感。各单位要高度重视考核准备与实施中的安全工作,周密制定安全措施,严格落实各项保障,坚决防止发生枪弹、车辆、训练伤亡等事故,确保考核圆满顺利。

请各单位于7月20日前将参加考核组的教育训练处副处长名单报厅政治部教育训练处,考核组成员集中时间及具体事宜另行通知。

In order to test the quality of actual combat training in various places, the provincial department is scheduled to organize a segmented tour assessment in August. The relevant matters are hereby notified as follows:

1. Organizational Leadership

2. Assessment objects

3. Assessment content and methods

(1) Municipal public security organs

1. Indoor tactical operations for handling mass incidents. The units under examination set up an operation guidance group in accordance with the indoor tactical operation training model of the provincial emergency department emergency commander training. The operation guidance group was based on the local police situation of multiple mass incidents as the operation background, and based on the local real location, the actual police force composition and equipment of the unit. Work conditions, prepare indoor tactical work scenarios for handling mass incidents, set up work sites, organize and implement work. The director (or executive deputy director) organizes members of the party committee of the bureau and some police department leaders to enter the situation according to their actual job identities and carry out operations. The reference rate of the members of the bureau’s party committee shall not be less than 80% of the number of people in office. The number of participants of the leaders of the police departments is determined by themselves. The operation time is about one hour.

The indoor tactical operations plans of each unit for handling mass incidents are scheduled to be reported to the Education and Training Office of the Political Department of the Provincial Department before July 25.

2. Twenty moves for defense and control. Based on the unified actions of the fourth phase of the Provincial Department’s Police Practical Instructor Training Course, the unit under examination decided to divide 30 formal police officers into 15 pairs to participate in the assessment, and each action was performed one pair at a time.

(2) County-level public security organs

1. 1000 meters (women’s 800 meters) run. The unit being examined will appoint 50 official police officers to participate in the assessment, of which there will be no less than 5 members of the bureau party committee and no less than 5 team captains. Assessment by age group.

2. 25-meter pistol precision shooting. The units being tested will appoint 30 official police officers to participate in the assessment, of which there will be no less than 5 members of the bureau party committee and no less than 5 team captains. Implemented in groups.

3. Use of police equipment. ⑴ Use telescopic batons; ⑵ Use handcuffs. The unit being tested will appoint 20 official police officers to participate in the assessment, including no less than 5 captains. Go through the assignments one by one.

4. Vehicle inspection and control tactics. The unit being tested will determine an emergency response force and an action team (no less than 10 people) to participate in the assessment. The unit being tested will set up a situation presenter on its own, conduct situation induction and confrontation drills, and complete the task within 10 minutes.

5. Indoor search tactics (inspection subject, no scoring). Complete the assignment within 20 minutes, and other requirements are the same as the vehicle inspection and control tactics course.

4. Ranking evaluation

The three areas are ranked according to individual team performance and overall team performance. The individual scores for each subject are accumulated into the unit’s individual group scores; the unit’s individual group scores are converted into corresponding points according to unified standards and then accumulated into the unit’s overall group score.

5. Assessment time

It will be held in early to mid-August, lasting 1 to 2 days in each location. The specific assessment time for each location will be announced 2 days in advance.

6. Relevant guarantees

The roster of examiners, score registration and statistics forms, venue settings, equipment, organization and implementation, etc. are all the responsibility of the examinee unit.

7. Requirements

(1) Pay high attention and strengthen leadership. Carrying out practical training inspections is an important step in the “Practical Training Year” activities of the provincial department. It is not only an effective means to test the quality of training in various places and evaluate training results, but also implement the principle of promoting training through examinations and promote the in-depth development of the “Practical Training Year” activities. important measures. Public security organs at all levels must further improve their ideological understanding, strengthen organizational leadership, carefully plan and prepare, and strictly organize and implement the assessment to ensure that the assessment achieves actual results.

(2) Strict requirements and strict discipline. The units taking the examination must strictly follow the assessment regulations to determine the candidates, set up the assessment venue, and organize the implementation of the work. They must not impose conditions, discounts, or make changes for any reason. For courses that require formal police officers to participate, candidates must bring their police officer certificate and ID card. Anyone who commits fraud or cheats in the assessment will, once discovered, have their assessment results cancelled, and be criticized accordingly.

(3) Careful organization to ensure safety. This assessment coincides with the critical period of summer security and the 18th National Congress of the Communist Party of China, and the time point is very sensitive. All units must attach great importance to safety work in the preparation and implementation of the assessment, carefully formulate safety measures, strictly implement various guarantees, and resolutely prevent accidents such as bullets, vehicles, and training casualties to ensure a successful assessment.

All units are requested to submit the list of deputy directors of the Education and Training Division who will participate in the assessment team to the Education and Training Office of the Political Department of the Department before July 20. The time for the members of the assessment team to gather and specific matters will be notified separately.
