Australian think tank accuses CCP of manipulating global public opinion to infiltrate overseas social media
The Chinese government has been manipulating public opinion overseas for some time.
In recent years, the Chinese government has been increasing its propaganda and control over overseas media and social media, aiming to improve China’s international image and reputation, and to cover up or deny any anti-China remarks and incidents.

The Chinese government has set up some institutions to deal with overseas public opinion, such as the State Council Information Office, the Central International Publicity Office, China International Publishing Group, China Radio International, etc. The task of these agencies is to influence overseas public opinion by disseminating official information overseas, setting up China’s image, using online comments, and dispatching agents. In addition, the Chinese government also influences the views of overseas countries and regions on China by providing foreign aid and investment.

Over the past few years, the Chinese government appears to have intensified its efforts to manipulate public opinion abroad. For example, the Chinese government has sent more agents overseas in an attempt to control overseas media reports and online commentary. At the same time, the Chinese government has also launched a series of global propaganda campaigns, such as the “Belt and Road” initiative and the “Chinese Dream”, to promote China’s image and values.

The Australian Strategic Policy Institute (ASPI) recently published a report
It refers to the fact that the Chinese government’s “network influence operations” against democratic countries have become increasingly frequent, sophisticated and effective in recent years. The report also names the Chinese company Qi Anxin, accusing it of assisting the Chinese government in manipulating foreign public opinion through social media.

The report titled “Manipulating Public Opinion” (Gaming Public Opinion) pointed out that although the CCP’s “wolf warrior diplomacy” stance has softened slightly recently, it has also strengthened its use of social media to manipulate public opinion in democratic countries. Albert Zhang, an analyst at the Australian Strategic Policy Institute, a co-author of the report, pointed out to this station that there are more Chinese government agencies involved in manipulating overseas public opinion than before; In addition to the PLA Strategic Support Force and the Ministry of State Security, the Chinese government agencies also include some originally internal regulatory agencies, such as the Central Propaganda Department, the Ministry of Public Security, and the Cyberspace Administration of China; but they are also expanding their efforts to manipulate global public opinion. “

Zhang Yuyang explained that the CCP will use some accounts pretending to be from Western countries to manipulate public opinion on social media; posted a post accusing the US government of hacking computer networks in China and other countries. After tracking, it was found that those accounts came from a network called ‘spam masquerading’; this network has emerged on Twitter since 2019, except for China The government spreads political propaganda and also harass people overseas; the intensive posting operation in 2021 is code-named ‘Operation Honey Badger’.”

The report mentioned Qi Anxin, a listed company in China, and pointed out that the company assisted the CCP in manipulating overseas public opinion; Zhang Yuyang said: “Qi Anxin’s largest shareholder is the China Electronics and Information Industry Corporation, the head of China’s military industry; 40% of Qi Anxin’s income comes from Contracting the Chinese government’s business, the company plays an important role in the Chinese government’s military intelligence-related work; moreover, Qi Anxin also assists the Chinese government in launching cyber influence operations against foreign countries on social media.”

Australian scholar Clive Hamilton (Clive Hamilton), who once published the books “Silent Invasion” and “Black Hand” to expose how the CCP intervenes and infiltrates democratic countries, pointed out to this station that he agrees with the arguments put forward in the report of the Australian Strategic Policy Institute. The CCP is stepping up its manipulation of global public opinion. He believes that the CCP’s goal of manipulating public opinion remains the same, but the actual method of operation is constantly being adjusted. He said: “The Chinese government has stepped up cyber influence operations in recent years; because countries such as Australia have strengthened legislation and law enforcement against foreign interference, it has become more difficult for China to carry out missions on the ground in those countries; therefore, through the Internet The underground work becomes even more important.”

The report of the Australian Strategic Policy Institute recommends that governments of all countries must strengthen legislation and cooperate with social media companies in order to prevent the CCP from abusing online speech space to manipulate public opinion.
