辽宁省葫芦岛市拘留所以信息化建设为支撑助推监管工作上台阶

近年来,辽宁葫芦岛市拘留所在上级监管业务部门的领导、关怀下,拘留所紧跟时代步伐,适应形势发展需要,把信息化融入公安监管工作之中,支撑和推动拘留所工作年年有进步,年年有发展。2010年、2011年连续两年被评为国家一级拘留所,2010年被评为全国推行拘留所管理教育新模式先进单位,2011年被评为全国拘留所收容所教育所教育工作社会化先进单位,2012年1月,被辽宁省总工会、团省委、省妇联、省文明办、省公安厅评为爱民模范先进单位,2012年又被公安部监管局评为警营文化试点先进单位。2011年11月省厅在拘留所召开了全省行政羁押场所执法规范化建设暨推进管理教育新模式现场会,推广了葫芦岛市拘留所经验。近日,被省厅推荐为唯一的全国公安监管部门信息技术应用先进单位。

一、更新观念,奠定信息化建设思想基础

葫芦岛市拘留所在推进信息化建设过程中,从解放思想,更新观念入手。他们针对民警年龄老化、思想僵化的问题,采取集中教育、领导带头、先进典型引导、组织参观见学等灵活多样的形式,教育、引导、帮助民警从“年龄大、基础差、学不学没有啥”的思想观念中解脱出来,使广大民警强化了信息化应用意识,从“让我学”转变到了“我要学”,为推进信息化建设奠定了良好的思想基础。为加强对信息化建设的领导,拘留所建立了由所长担任组长、教导员为副组长的信息化建设领导小组,并把全所23名干警分成3个信息化小组,每个小组由副所长担任小组长,明确了任务与分工,并签下了责任状,全所掀起了比学赶帮的热潮,民警信息化应用能力显著提升。

二、强化培训,提高实战应用能力

葫芦岛市拘留所民警年龄相对偏高,50岁以上民警10人,占民警总数的55%。为了破解年龄大的民警计算机应用能力难题,拘留所组成了帮学对子,采取以新带老、以会带不会的形式,从基础学起,循序渐进。同时,建立激励机制。全所形成了我要学的浓厚氛围,民警实战应用能力整体水平有了大幅度提高。

一是拘留所实现了管教、巡视监控等各岗位信息的高度共享,有利于建立信息集成、预警灵敏、指挥顺畅、运转高效的监管勤务模式工作体系,全面提升了拘留所安全防范能力和管理教育水平。葫芦岛市拘留所将信息系统、监控录像、对讲报告系统等实行关联整合,对民警的勤务状况进行实时考评。所有人的每天、每月工作情况,在信息系统里一览无余。该所信息化和监管业务的高度融合,将民警的一言一行纳入信息平台进行监督管理,有效防止和及时校正了民警日常勤务行为的偏差,也为确保监管安全奠定了坚实的基础。

二是通过对信息技术管理系统的应用,民警感受到了信息技术的使用给工作带来的便捷和高效,由被动应付转变为主动应用,促使民警不断提高信息化实战能力;

三是利用拘留所管理系统分析、研究和判断进行信息研判,充分挖掘违法犯罪综合信息,为辅助领导决策、指导精确打击、服务治安管控提供了强力支撑,自2009年11月起至今,为办案单位提供各类信息312条,破获治安案件23起,刑事案件6起。

四是应采必采应录必录。2012年1月至8月底,共有2113人被行政拘留,这2113人的个人信息已全部录入,包括指纹采集、血样采集、相片采集、基本情况等等无一漏项。在每月省厅监管总队考核系统中均达到满分。

三、加大投入,打牢信息化建设根基
